Another bill that proposes to protect the rights of consumers and improve the
quality of services is No. 4583 on the carriage of passengers by road and urban
electric transport. The document proposes to establish new requirements for all
types of public transport. In particular, transport should be adapted and
accessible to all people, including passengers with disabilities and limited
mobility. The members of the Committee concluded that the proposed project does
not contradict the international legal obligations of Ukraine, at the same
time, it needs to be finalized taking into account the provisions of Regulation
(EU) No. 1370/2007.
According to the decision of the Committee, not contrary to EU law also the
draft laws:
- No. 4623 on
stimulate activities in the field of technology transfer. This document
proposes to create legislative mechanisms to more effectively commercialize the
results of researches, developments and innovations. The bill requires the
opinion of the Antimonopoly Committee on the impact on competition.
- No. 4527 on
Amendments to the Law of Ukraine “On Combined Production of Heat and
Electricity (Cogeneration) and Use of Waste Energy Potential” on the
Development of Highly Efficient Cogeneration. The Committee concluded that the
draft did not contravene Directive 2012/27/EU, but, like all energy laws,
required an opinion from the European Commission on compatibility with EU law.
- No. 5053 on
Amendments to the Customs Code of Ukraine Concerning the Harmonization of Codes
Ukrainian Classification of Goods for Foreign Economic Activity.
- No. 4554 to
bring the legislation of Ukraine in the field of baby food in line with the
requirements of EU legislation.
- No. 4461 on
the territory of the Emerald Network. The purpose of the bill is to establish
the legal and organizational basis for defining the territories of the Emerald
Network and managing them in Ukraine in order to preserve natural habitats and
species of fauna and flora that are subject to special protection.
- No. 4600 on
plant protection. The adoption of the bill will make it possible to harmonize
Ukrainian legislation with EU legislation in the field of plant protection; to
strengthen the protection of the territory of Ukraine from the introduction of
regulated pests; reduce the negative impact of plant protection products on
humans, animals and the environment, including their illicit trafficking.
- No. 4601 on
amendments to the Criminal Code of Ukraine to strengthen liability for
violations of plant protection legislation.
