- introduces a mechanism for alleviating punishment for persons serving a life sentence;
- convicts serving a life sentence will draw up an individual plan for reintegration in society and add it to their appeal for replacement of the unserved part of the punishment with a softer form;
- convicts are granted the right to ask the court, through the administration of the penitentiary institution, to provide them with electronic copies of materials of the criminal proceeding (criminal case) and documents appended to the case file;
- establishes that strikes at transport enterprises will be used in accordance with the legislation on the procedure for settlement of collective labor disputes (conflicts), but prohibits such strikes under conditions of a state of emergency or marshal law.
