- regulates the procedures for assigning objects to the category of highly hazardous objects (below, HHOs);
- decreases administrative pressure on economic subjects: cancels the requirement for endorsement of the plan for localization and liquidation of accidents and transfers the functions of ensuring security and protection of the population outside HHOs to local executive bodies;
- specifies the powers of the competent body as regards provision of information to EU Member States that can be affected by accidents with cross-border consequences and obtaining alarm notification in case of accidents at HHOs in other EU Member States;
- obliges economic subjects to decide on their own to suspend the operation of the production facilities (the equipment) involved in the accident;
- cancels declarations of HHO safety and replaces them with a simplified publicly accessed report on safety measures at HHOs.
