The Law provides for the creation of safe conditions for road users, saving the lives and health of citizens, as well as increasing the effectiveness of the impact on the discipline of road users with a clear definition of legal sanctions for offenses.
The Law of Ukraine No. 2695 “On Amending Certain Legislative Acts of Ukraine to Strengthen Liability for Certain Violations in the Sphere of Road Safety”:
- strengthens the liability for driving under the influence of alcohol, drugs or other intoxicants;
- legalizes the use by police of technical means of video recording (phantom cars), with the requirement that the recorded videos be appended to the protocol on administrative offense;
- expands the grounds for stopping a vehicle for preventive testing of drivers for consumption of alcohol/drugs (at night, from 22 to 08 hours, as well as on holidays, non-working days, weekends, and on the day immediately following one of these days);
- strengthens the criminal liability for traffic violations committed in a state of alcohol or other intoxication which caused serious consequences.
The Law prevents road safety offences, to a more restrained and balanced behavior of drivers on the roads and, as a consequence, will reduce the number of accidents; it eliminated the legislative loopholes that allowed thousands of alcohol abusers to avoid liability if they had so called “a judicial acquaintance.”
