Under the chairmanship of the First Deputy Chairperson of The Verkhovna Rada of Ukraine Ruslan Stefanchuk, the meeting of the Working Group on the development of draft laws on democracy issues was held, where the concept of the draft law on the local referendum was presented for the first time.
“The draft law on a local referendum is urgent, because the people must ensure control over the power elected locally. We present for the first time the concept of the local referendum bill. The text of the bill will be finalized based on the results of discussions in the Working Group with the involvement of all stakeholders,” said the First Vice Speaker of the Parliament of Ukraine.
MPs, leading scientists and experts spoke about their vision on the subject of the local referendum, the subjects of initiation, territory, time, ensuring the preparation and holding of local referendums, legal consequences, guarantees and safeguards.
The developers of the concept suggested that issues that cannot be the subject of a referendum should be somewhat expanded and supplemented, taking into account the competencies of local authorities.
“Local referendums may address issues related to the economy or better livelihoods at the level of the respective administrative-territorial units. For the rest, there is an all-Ukrainian referendum,” Ruslan Stefanchuk emphasized.
The most controversial issues were the frequency of local referendums; the number of issues that can be submitted to one local referendum; the procedure for vetoing the territorial community on the decision of the local council, etc.
“As a result of two hours of discussions, we came to the conclusion: to prepare for the next meeting of the Working Group its proposals for the concept of the bill on the subject, types, legal consequences and the number of issues that can be put to a referendum. And also, to ensure the involvement of all stakeholders in the process of drafting the bill, in particular – representatives of local government associations,” summed up Ruslan Stefanchuk.
