The draft law provides for the full implementation of the provisions of international criminal and humanitarian law on criminal prosecution for international crimes (genocide, crimes of aggression, crimes against humanity and war crimes) and to ensure compliance with international obligations to prevent legal and actual impunity for such crimes.
The adoption of this bill ensures that the legislation of Ukraine on criminal liability is brought into line with the provisions of international law in terms of liability for international crimes and the prevention of legal and actual impunity for their commission.
It also allows the prosecutor's office and pre-trial investigation bodies to carry out the proper criminal legal qualification of acts that take place in the temporarily occupied territories of Ukraine, with the subsequent prosecution of those guilty of such acts.
