The Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Wednesday’s plenary session.

The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, and proposals.

MPs Mykola Kniazhytskyi (European Solidarity fraction), Yuliia Tymoshenko (AUA “Batkivshchyna” fraction) spoke on behalf of two parliamentary factions, calling for excluding the bill No.3650 “On the formation and liquidation of districts" from consideration as unconstitutional.

MPs then proceeded to the business of the day.

On VRU’s designated representatives to select committee: Draft resolution No.3768

The resolution “On authorized representatives of the Verkhovna Rada of Ukraine to the select committee for the post of Director of the State Bureau of Investigation” was backed by 239 MPs.


On reasons for absence at sittings: Draft bill No.3642

The bill “On amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine, to the Law of Ukraine ‘On the status of a Ukrainian parliamentary’, to the Law of Ukraine ‘On committees of the Verkhovna Rada of Ukraine’ concerning reasons for absence of parliamentarians at plenary and committee sittings” was approved on the first reading by 321 ayes.


On better use of general payroll fund over MPs’ aides: Draft bill No.3644

The bill “On amendments to Article 34 of the Law of Ukraine ‘On the status of a Ukrainian parliamentary’” was sent for revision by 280 MPs.

 

On work-plan calendar: Draft resolution No.3798

The resolution “On the work-plan calendar of the fourth session of the Verkhovna Rada of Ukraine of the IX convocation” was adopted by 350 assenting votes. The calendar’s key figures are as follows:

- VRU plenary sittings take 10 weeks;

- Committee work (working in committees, commissions, parliamentary factions and groups) takes 7 weeks;

- Voter education – 4 weeks;

- “Ask the Government” cycle – 10 hours.


On new calendar of sittings: Draft bill No.3608

The bill “On amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine concerning the work-plan calendar of plenary sittings” was confirmed on the first reading by 324 ayes.

 

On removal of an agenda item: Draft bill No.3650

The bill “On the formation and liquidation of districts" was removed from today’s agenda and excluded from consideration.

 

On changes to budget code: Draft bill No.3614

The bill “On amendments to the Budget Code of Ukraine to reconcile budget legislation with the completion of the administrative-territorial reform” was backed by 320 parliamentarians.

 

On local elections: Draft resolution No.3809

The resolution “On the conducting of regular local elections in 2020 (25 October 2020)” was endorsed on the second reading by 326 ayes.


On mediation: Draft bill No.3504 (alt.3504-1)

The bill No.3504 “On mediation” was backed by 339 ayes on the first reading.

 

On executive e-document: Draft bill No.3707

The bill “On amendments to the Law of Ukraine ‘On enforcement proceedings’ as to introducing an electronic executive document” was adopted by MPs on both readings.
