“The Parliament has begun its work over the Strategic development plan of the Verkhovna Rada Secretariat until 2024,” -- Viacheslav Shtuchnyi

This was announced by the Chief of Staff of the Verkhovna Rada of Ukraine Secretariat Viacheslav Shtuchnyi during an online strategic planning conference held on June 23, 2020 with the participation of international experts.

There was set up an ad hoc working group in charge of developing the draft strategic plan by July 11, 2020.

  • "Strategic planning approaches ought to be taken into account when reforming the Secretariat’s structure and changing the legislation. With this in mind, it will be feasible to set right priorities and ensure concrete results. The strategic plan should cover vision, mission, values, purpose and goals for development of the Verkhovna Rada Secretariat. An extremely important component of this document is a step-by-step action plan, so that all the developments, best practices and groundwork acquired do not remain on paper only," the Chief of Staff elucidated.

Among the VRU Secretariat’s strategic development goals, there are improving its structure pursuant to key conclusions and recommendations of the functional analysis report; establishing of an effective personnel management system, optimizing of internal communications; developing the Secretariat’s HR potential; further use of e-parliamentarism tools; formation of a new parliamentary research service; ensuring the openness and transparency of the Verkhovna Rada and its Secretariat; strengthening international support for the parliamentary reform, etc.

On behalf of the European Union, the participants were greeted by Martin Klauke, Head of Operations Section 1 "Good Governance and Democratisation" of the EU Delegation to Ukraine.  He assured of providing full support for the changes in the Ukrainian parliament.

Dafina Gercheva, UNDP Resident Representative to Ukraine, noted the significant interest and enthusiasm of the Verkhovna Rada of Ukraine in carrying out reforms. She thanked for the long-term partner relations between UNDP and the Verkhovna Rada aiming at strengthening key parliamentary functions, including the oversight one.

Best international experience in developing strategic planning documents by the parliaments of Great Britain, Scotland and Moldova was presented and discussed by experts during the conference.

The VRU Secretariat’s strategic plan will be elaborated with the assistance of experts from the Parliamentary Reform Office of the EU-UNDP Parliamentary Reform Project in cooperation with the Westminster Foundation for Democracy (WFD).
