The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, and proposals.
MP Dmytro Lubynets spoke on behalf of two parliamentary factions.
MP Nataliia Pipa spoke on behalf of two parliamentary factions.
The First Deputy Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk announced the coming onto the parliamentary scene of a new inter-factional association “For Nuclear Power Development”.
Parliamentarians then proceeded to the business of the day.

On land-use planning: Draft bill No.2280
The bill “On amendments to the Land Code of Ukraine and other acts of legislation concerning the land-use planning”. 320 members of parliament decided to take the bill as law on its second reading.
On state property: Draft bills Nos.2831-1, 2831-2
Both of the bills “On the list of state property exempt from privatization” were voted down on the first reading and then rejected.
On assaults on Kateryna Handziuk and civic activists: Draft resolution No.3634
A report of the Verkhovna Rada temporary investigating commission to probe assaults on Kateryna Handziuk and other civic activists during 2017-2018 was heard and taken into consideration by the parliament with 307 assenting votes.
On Russian influence on TV: Draft resolution No.3363
A report of the Verkhovna Rada temporary investigating commission to probe “compliance with the requirements of the law in the process of information television channels changing their owners and ensuring counteraction to the information influence of the Russian Federation“ was heard and then refused to be taken into consideration by 191 MPs who gave their votes against the resolution. The commission’s mandate was thus terminated.
On candidates reserve: Draft bill No.3491
The bill “On amendments to the Law of Ukraine ‘On public service’ regarding the reserve of candidates”. The act was taken on the first reading by 275 ayes.
On changes to session’s agenda: On the agenda of the ongoing session, there was put a set of new acts of legislation.
Bill No.3642 “On amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine, the Law of Ukraine ‘On the status of a Ukrainian parliamentarian’, the Law of Ukraine ‘On committees of the Verkhovna Rada of Ukraine’ concerning reasons for absence of parliamentarians at plenary and committee sittings”.
Bill No.3644 “On amendments to Article 34 of the Law of Ukraine ‘On the status of a Ukrainian parliamentarian’”.
Bill No.3608 “On amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine regarding the calendar of plenary sittings”.
On committeemen reshuffle: Draft resolution No.3641
The draft resolution amending the VRU resolution “On election of chairmen, first deputies, deputy chairmen, secretaries, members of committees of the Verkhovna Rada of Ukraine of the ninth convocation” was designed (i) to appoint MP Mykyta Poturaiev as chairman of the Committee on Humanitarian and Information Policy and (ii) to appoint MP Pavlo Sushko as deputy chairman of the Committee on Humanitarian and Information Policy. The document was backed by 281 members of parliament.
On appointment of a MP: Draft resolution No.3643
The draft resolution amending the VRU resolution “On election of chairmen, first deputies, deputy chairmen, secretaries, members of committees of the Verkhovna Rada of Ukraine of the ninth convocation” was designed to appoint MP Musa Mahomedov as a member of the Committee on Economic Development. 323 MPs confirmed this proposal.
On supply of energy for apartment buildings: Draft bill No.2098
The bill “On amendments to Section ‘Final and Transitional Provisions’ of the Law of Ukraine ‘On the electricity market’ as to supplying energy to ensure the functioning of joint property of a multi-apartment building” was supported on the first reading by 331 ayes.
On adaptation and mobility of Ukrainians: Draft bill No.2481
The bill “On amendments to certain legislative acts of Ukraine concerning qualification as an adaptation and mobility factor of a Ukrainian” was sent back for revision by 263 MPs.
On veterinary medicine: Draft bill No.3318
The bill “On veterinary medicine and animal welfare” is designed to systematically and comprehensively regulate public relations in the field of protection of animal health and welfare, veterinary practice, production, circulation and use of veterinary drugs, taking into account Ukraine’s international obligations. By 306 ayes, the act was taken on the first reading.
On repayment of elec market indebtedness: Draft bill No.2386
The bill “On measures aimed at debt repayment in the wholesale electricity market” was adopted by the parliament on the second reading.
On a simplified pre-trial investigation: Draft bill No.3314
The bill “On amendments to certain legislative acts of Ukraine due to the adoption of the Law of Ukraine ‘On amendments to certain legislative acts of Ukraine regarding a simplified pre-trial investigation of certain categories of criminal offences’” was passed by the parliament on the second reading.
