The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Tuesday’s plenary session.

MP Mariia Ionova spoke on behalf of two parliamentary factions. She demanded to stop exerting pressure on the judicial branch.

The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, and proposals.

The presiding officer then announced a new member of parliament Denys Maslov (PP “Servant of the People”) who was registered as MP on 12 June 2020 by the Central Election Commission. The newcomer swore the oath of allegiance before the parliament.

Then, parliamentarians proceeded to the business of the day.

Changes in gas market: Draft bill No.2553

The first reading of the bill “On amendments to certain legislative acts of Ukraine as to introducing into the natural gas market of accounting practices and settlements by volume of gas used in energy units” was backed by 281 members of parliament.

 

On VRU’s legislative work plan: Draft resolution No.3662

The document “On the 2020 Plan of legislative work of the Verkhovna Rada of Ukraine” was approved by 256 assenting votes.

 

On all-Ukrainian referendum: Draft bill No.3612

By 242 ayes, the parliament approved the decision to halve the term of consideration for the bill “On the rule of the people through an all-Ukrainian referendum”.

 

On extension of an anti-COVID19 law: Draft bill No.3636

By 337 ayes, the parliament approved the decision to halve the term of consideration for the bill “On amendments to Section II ‘Final Provisions’ of the Law of Ukraine ‘On amendments to certain acts of legislation of Ukraine as to ensuring the treatment of coronavirus disease (COVID-19)’ (regarding its extension for higher COVID-19 morbidity risks to population)”.

 

On free state registration for some categories of persons: Draft bill No.2030

The parliament took the bill “On amendments to the Law of Ukraine ‘On state registration of legal entities, sole proprietors and civil society organizations’ (as to granting the right to a fee-free registration to persons with disabilities and persons who have suffered from the Chornobyl accident)” as law on its second reading by 334 votes in favour.

 

On no penalties during quarantine: Draft bill No.3297

The bill “On amendments to the Economic Code of Ukraine (as to the elimination of fines and penalties on loans for the period of the quarantine introduced to prevent the spread of coronavirus disease COVID-19 in Ukraine)” was confirmed on the second reading by 344 MPs.

 

On support to culture: Draft bill No.3377

The bill “On amendments to certain legislative acts of Ukraine regarding the state support to culture, creative industries, tourism, small and medium-sized businesses in connection with restrictive measures caused by the spread of coronavirus disease (COVID-19)” was backed on the second reading by 343 parliamentarians.

 

On changes over apatride status: Draft bill No.2335

By 331 ayes, the parliament passed on the second reading the bill “On amendments to certain legislative acts of Ukraine concerning recognition as a stateless person”.

 

On stock corporations: Draft bill No.2493

270 parliamentarians supported the first reading of the bill “On stock corporations”.

 

On interests of depositors and creditors: Draft bill No.2459

The first reading of the bill “On amendments to Section X "Final and Transitional Provisions" of the Law of Ukraine ‘On the Households Deposit Guarantee System’ as to facilitating the National Bank of Ukraine to protect the interests of depositors and creditors of insolvent banks” was approved by 264 ayes.

 

On use of liquid biofuel: Draft bill No.3356

The bill “On amendments to certain legislative acts of Ukraine regarding mandatory use of liquid biofuel (bio-components) in the transportation industry” was sent for follow-up revision by 246 ayes.

 

On better military service: Draft bill No.2592

The bill “On amendments to the Law of Ukraine ‘On military duty and military service’ as to improving the performance of military service by Ukrainian citizens” was taken on its first and second reading by 310 ayes.


On electronic communications: Draft bill No.3014

The bill “On electronic communications” was taken by 248 parliamentarians on the first reading.

 

On cloud computing services: Draft bill No.2655

The bill “On cloud computing services” was confirmed on the first reading by 280 parliamentarians.

 

On changes to VRU’s agenda: Draft bills Nos.2831-1, 2831-2

These two bills “On the list of state property exempt from privatization” were included in the Verkhovna Rada’s agenda.

 

On protecting aquatic bio-resources: Draft bill No.2765

By 305 ayes, the parliament adopted the first reading of the bill “On amendments to certain legislative acts of Ukraine as to protecting aquatic bio-resources and their habitat”.

 

On nat’l intellectual property body: Draft bill No.2255

The bill “On amendments to certain legislative acts of Ukraine as to establishing a national intellectual property agency” was supported on the second reading by 245 members of parliament.

 

On a simplified pre-trial investigation: Draft bill No.3288

The bill “On amendments to Article 9 of the Section VI “Final and Transitional provisions” of the Budget Code of Ukraine because of the adoption of the Law of Ukraine ‘On amendments to certain legislative acts of Ukraine regarding a simplified pre-trial investigation of certain categories of criminal offences’” was taken on its first and second readings by 340 MPs.

 

On a streamlined appointment-dismissal procedure for ministers: Draft bill No.3195

The bill “On amendments to certain legislative acts of Ukraine as to the refined appointment and dismissal procedure for members of the Cabinet of Ministers of Ukraine” was passed on the first reading by 258 assenting votes.

 

About keeping war hospitals "On": Draft resolution No.3235

The resolution “On precluding downtime of war veterans’ hospitals when introducing the second phase of the medical reform” was backed by 327 members of parliament.

 

On ratification of framework agreement with Denmark: Draft bill No.0039

The bill “On the ratification of the Framework Agreement between the Government of Ukraine and the Government of the Kingdom of Denmark regarding the general conditions and procedures, organizational arrangements and financial terms of the implementation of the Danida Business Finance Programme in Ukraine” was taken as law on the second reading by 334 members of parliament.

 

On pricing in making public roads: Draft bill No.2234

The bill “On amendments to certain legislative acts of Ukraine as to defining the accountability for framing the pricing system for construction of public motor roads” was forwarded for follow-up revision.

 

On Ukraine’s viticulture: Draft bill No.2064

The bill “On amendments to certain legislative acts of Ukraine as to promoting the development of Ukraine’s winegrowing” was backed on the first reading by 295 parliamentarians.
