There are || bodies in focus of our committee scan today:

 

  • Committee on National Security, Defence and Intelligence

12 June sitting. The agenda items considered:

The deputy minister on economic development delivered a report on the national security and defence sector through the economic lens.

The first deputy minister on reintegration accounted for the major areas of activity of his ministry.

The conferees saw into the committee approval for key figures of Ukraine’s 2020-2022 state defence order.

Committeemen then examined the bill No.2398-d on defence procurement, honed for a repeat second reading. The committee’s recommendation was taking the bill as law on the second reading.

 

  • Committee on Ukraine’s Integration into EU

11 June sitting. As compliant with Ukraine’s international legal obligations in the field of European integration, there were recognized the following bills:

-     Bill No.3558 “On amendments to Article 287 of the Customs Code of Ukraine (concerning easier importing of defence production components)”. The bill aims to impose a zero import duty for components, repairs and exploitation of defence products.

-     Bill No.3429 “On the status of sparsely populated areas”. The bill clarifies their status and establishes state guarantees for socio-economic development of these areas.

-     Bill No.1192 “On amendments to certain legislative acts of Ukraine as to ensuring the fulfilment by Ukraine of the Convention on the Civil Aspects of International Child Abduction”. The bill aims to remove legal loopholes in the UA law to ensure productive and timely investigations of child abduction cases in local courts, to secure the execution of court decisions and to prosecute persons who illegally take out and keep children outside Ukraine.

-     Bill No.3452 “On amendments to certain legislative acts of Ukraine as to ensuring party pluralism in drawing representative bodies and voting for elective officials at the parliamentary level”. The act purposes to lower the election threshold down to 3% vs 5% currently in force.

As non-compliant, there were recognized the following bills:

-     Bill No.3028 on a single gas bill.

-     Bill No.3417 on unscheduled environmental inspections.

-     Bill No.3311 (and No.3311-1 as alternate) “On amendments to the Tax Code of Ukraine concerning state support for persons who suffered from the coronavirus epidemic (COVID-19)”. The bill proposes to increase the personal income tax rate for those whose income exceeds 10 minimum wages – up to 27%, and reduce it down to 9% for those whose income does not exceed 5 minimum wages. The document also proposes year-end tax exemptions for personal income of individuals who maintain young children, orphans or children with disabilities, as well as other tax benefits.
