The results of the functional analysis of the Verkhovna Rada of Ukraine have been discussed at the parliament.
On June 12, 2020, there took place an online discussion, during which experts from the EU-UNDP Parliamentary Reform Project presented the results of the institutional and functional analysis of the Verkhovna Rada’s activities.
The Chief of Staff of the Verkhovna Rada of Ukraine Viacheslav Shtuchnyi thanked the international partners and experts for their effective communication and immense work.
Among the most important recommendations of the analysis report, the lion's share of them concern the parliament’s internal processes, in particular the development of strategic planning; human resource management; improving the system of internal communications and coordination between structural units. The quality management system is also an issue of great moment.
Christopher Levick, Regional Director of the Westminster Foundation for Democracy, noted the high level of cooperation with the Verkhovna Rada and MPs, as well as significant progress in changing approaches to work.
Among the key recommendations, there are the development of a strategic plan and further organizational reform. "You need to have a clear understanding of where to go and what kind of the Verkhovna Rada you’d like to see in 5 years. Flexibility is the key to success in achieving the right change. The new structure should be developed around the main elements of the strategic plan and include the following key areas: legislative processes, oversight and verification, public and external relations, support and auxiliary services,” Sergiu Galitchi, Project Manager of the Westminster Foundation for Democracy, stated.
The experts also presented recommendations for the work of specific structural units and noted the need to create new ones, in particular - the Training Centre and the Research Service.
The Deputy Head of the Parliamentary Reform Office Viacheslav Tolkovanov informed the audience about further steps in the strategic planning of the VRU Secretariat.
The functional analysis was conducted by the Parliamentary Reform Office in collaboration with the Westminster Foundation for Democracy on behalf of the EU-UNDP Parliamentary Reform Project.
Based on its
results, the experts prepared the Report and the Roadmap for the Verkhovna Rada
of Ukraine Secretariat.
