The Verkhovna Rada of Ukraine is going to develop an efficacy assessment model for application of legislation
Chaired by Ruslan Stefanchuk, the First Deputy Chairman of the Verkhovna Rada of Ukraine, there were held on May 29 ample expert discussions on assessing the effectiveness of application of laws.
One of the experts from the Parliamentary Reform Office presented a set of topical methodological approaches. The presentation outlined the needful prerequisites, legal and organizational principles for the implementation of such assessment practices and approaches in Ukraine. There were also cited parliamentary models of such countries as Belgium, Estonia, Italy, Germany, Sweden and Scotland. To all intents and purposes, there are three main assessment models for law implementation efficiency, and the Verkhovna Rada of Ukraine ought to pick out and adapt the most acceptable one. At the end of the speech, there were also presented key recommendations for the successful implementation of the assessment practices developed by the Parliamentary Reform Office experts involved.
An expert of the UN Development Programme in Ukraine spoke about the cooperation with the VRU Committee on Digital Transformation, which is currently involved in drawing up recommendations for evaluating the effectiveness of implementation of the Law of Ukraine "On basic principles of cyber security of Ukraine". It was noted that in Ukraine, to our deep regret, there is no proper institutional mechanism for assessing the effectiveness of legislation implementation to date.
Following the discussions, the First Deputy Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk put forth a recommendation that the Committee on Rules of Procedure, Parliamentary Ethics and Administration of Verkhovna Rada’s Work alongside with the Main Legal Department of the Parliament elaborate the best assessment model together with relevant recommendations and proposals.
Experts of the Parliamentary Reform Office and the EU-UNDP Parliamentary Reform Project expressed their willingness to provide relevant expert support to the Verkhovna Rada and the Government.
The expert discussions were organized by the Parliamentary Reform Office, which is a key component of the EU-UNDP Parliamentary Reform Project. The discussion was also joined by MPs of Ukraine, representatives of the Verkhovna Rada of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, the UNDP Development Programme and the Parliamentary Reform Office.
