The Verkhovna Rada has passed today the following draft bills/resolutions to presently emerge as full-blown pieces of legislation:

 

Bill No.2325: First reading - The parliament passed the first reading of the bill No.2325 “On amendments to Article 73 of the Labour Code of Ukraine”.

The bill aims to replace the name of a public holiday “Defender of Ukraine Day” with “Defenders of Ukraine Day”.

 

Bill No.2424: First reading – Lawgivers have taken the first reading of the draft bill No.2424 “On amendments to the Air Code of Ukraine as to the improved mechanism for levying state fees for every air passenger leaving Ukraine and every ton of cargo that ins or outs Ukraine by air”.

The bill aims to improve legal instruments used for levying state fees against the said categories of passengers and cargos. Appropriate changes will be made to Ukraine’s air code.

 

Bill No.2256: Second reading – The Verkhovna Rada took the bill “On amendments to certain legislative acts of Ukraine as to the streamlined procedure for introducing amendments”.

The new law has changed Article 3 of the Criminal Code of Ukraine, Article 1 of the Criminal Procedure Code of Ukraine, Article 2 and the Administrative Offences Code of Ukraine with the aim to refine and streamline the procedure for making changes to these codes. All amendments to the above codes will from now on be solely made by means of adopting respective statues.

 

Bill No.2698: First reading – There was taken the first reading of the bill No.2698 “On provision of the construction materials market”.

The draft law aims to set and launch Harmonised European standards that provide a technical basis to assess the performance of construction products, as well as to bring UA law in line with European Union law prior to the launch. The said standards will enable manufacturers to draw up the Declaration of Performance as defined in the Construction Products Regulation, and affix the CE marking. Harmonised European standards create a common technical language used by all actors in the construction sector to: define requirements (regulatory authorities in EU countries), declare the product’s performance (manufacturers), verify compliance with requirements and demands (design engineers, contractors). Benefits of harmonised standards for the construction sector: common assessment methods for construction products, a single European scheme for declaring product performance.

 

Bill No.2680: First reading – Parliamentarians adopted the first reading of the draft bill No.2680 “On amendments to certain legislative acts of Ukraine for optimizing road construction and refining urban planning laws”.

The bill is to cancel obligatory chief architect-authorization of design considerations for projects located in historic areas of a city, historic areals, by thoroughfares (arterial roads), and on major city squares; shifts a burden of applying proper construction products and building materials onto customer and builder; abolishes an obligatory civil works permit for reconstruction or overhaul of motor roads, etc.     

Appropriate changes will be made to a number of construction-wise laws and codes.

 

Bill No.2788-d: First reading – MPs have backed the first reading of the bill No.2788-d “On amendments to certain legislative acts of Ukraine for financial services in the field of mail service”.

The bill aims to reshape “Ukrposhta”, Ukraine’s national postal operator, into sort of a bank-like institution which is allowed to keep postal accounts, render a wide range of financial services, including issuance of debit cards and attracting funds of entities and individuals.

Appropriate changes will be made to a number of branch-wise and related laws and codes.

 

Bill No.3398: First reading – The parliament adopted the bill No.3398 “On amendments to Section X ‘Transitional and Final Provisions’ of the Law of Ukraine ‘About the state control over law compliance on food products, forages, animal by-products, animal health and welfare’”.

The law is intended to provide a one-year extension for supervisory powers of regional veterinary and sanitary authorities at the border in order to avoid likely stoppage in monitoring of export-import operations.

 

Bill No.2372 – The Verkhovna Rada has endorsed the bill No.2372 “On amendments to certain laws of Ukraine for secure use of nuclear energy”.

The law stipulates that from now on all activities related to the use of nuclear energy are to be solely governed pursuant to the Law of Ukraine “On licencing of nuclear energy usage”.

 

Bill No.2521Lawmakers have agreed and adopted the draft bill No.2521 “On amendments to the Law of Ukraine ‘On the system of international broadcasting of Ukraine’ (core policies and broadcast coverage)".

The law binds the DP “Multymediina platforma inomovlennia Ukrainy” (the State Enterprise “Multimedia platform of international broadcasting of Ukraine”, aka MPIU) to seek approval of its core policies by an authorised body.

The law has also changed general production requirements for MPIU’s English-Ukrainian programmes, and regulated the propagation of analogue and digital terrestrial broadcasting over the territories of the Donetsk and Luhansk oblasts, the Autonomous Republic of Crimea and the city of Sevastopol; TV and radio broadcasting for Ukraine’s areas adjacent to the temporarily occupied territories of the Donetsk and Luhansk oblasts (regions), the Autonomous Republic of Crimea and the city of Sevastopol, as well as TV and radio broadcasting over Ukraine’s border regions neighbouring the territory of an aggressor state or territories of other states that translate an aggressor state’s programmes by means of terrestrial and/or digital broadcasting.
