The extraordinary sitting of the Verkhovna Rada of Ukraine of the ninth convocation.

342 parliamentarians have registered to partake in this sitting.

 

The Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov opened the special meeting of parliament.

The presiding officer clued up that the event has been convened on demand of 159 MPs.

Parliamentarians then proceeded to the business of the day.

 


Laws, bills and resolutions passed

 

  • On monetary deposits: Draft bill No.2769

By 248 ayes, the parliament passed the bill amending Article 225 of the Election Code of Ukraine (regarding the size of the monetary deposit).

 

  • On VRU’s address to int’l community: Draft resolution No.3068

The document “Address by the Verkhovna Rada of Ukraine to the parliaments of foreign states and parliamentary assemblies of international organizations regarding the condemnation of the ongoing armed aggression of the Russian Federation against Ukraine, the illegal annexation of the Autonomous Republic of Crimea and the city of Sevastopol and the occupation of certain areas of the Donetsk and Luhansk oblasts, political repressions against citizens of Ukraine and the release of political prisoners - citizens of Ukraine” was supported by 309 Ukrainian parliamentarians.   

 

  • On frontline medics’ income to become tax-exempt: Draft bill No.3329

(including the bills Nos.3329-d, 3329-1, and 3329-2 as the alternates)

The parliament has reviewed the above draft bills, including the bill No.3329 “On amendments to the Tax Code of Ukraine regarding the tax exemption for earnings of health care providers directly involved in combating the coronavirus disease (COVID-19)”.

Following the hot debate, lawmakers have finally supported with 336 votes in favour the bill No.3329-d (3329-д) “On amendments to the Tax Code of Ukraine and other laws of Ukraine regarding the additional support to taxpayers for the period of implementing measures aimed to prevent the emergence and spread of coronavirus disease (COVID-19)”.

 

  • On wholesale e-market debts: Draft bill No.2386

258 parliamentarians approved the draft law “On measures aimed at debt repayment in the wholesale electricity market”.

 

  • On establishment of a committee of inquiry: Draft resolution No.3400

The parliament passed the resolution No.3400 “On amendments to the resolution ‘On the establishment of a Verkhovna Rada temporary committee of inquiry to probe into the publicised facts of likely corrupt practices of public officials that have caused substantial damage to Ukraine’s state budget revenues’. 352 parliamentarians approved its second reading.

 

  • On improvement of banking regulations: Draft bill No.2571-д (2571-d)

By 255 ayes, lawgivers have agreed to apply the special review procedure when considering the second reading of the bill No.2571-d “On amendments to certain legislative acts of Ukraine regarding the improvement of some mechanisms for the regulation of banking activity”.

 

  • Ratifications:

Bill No.0022 – “On ratification of the Extradition Treaty between Ukraine and the Argentine Republic” was backed by 297 parliamentarians.

Bill No.0023 – “On ratification of the Agreement on the transfer of sentenced persons between Ukraine and the Argentine Republic” was supported by 300 MPs.

Bill No.0024 – “On ratification of the Agreement between Ukraine and the Argentine Republic on mutual assistance in criminal matters” was approved by 307 Ukrainian parliamentarians.

Bill No.0028 – “On ratification of the Amendment Letter No.3 to the Funding Agreement between Ukraine and the European Investment Bank (Development of the Municipal Water Distribution and Water Treatment System of the City of Mykolaiv)” was given 329 votes in favour.

Bill No.0029 - “On the accession of Ukraine to the OECD Seed Schemes of varietal certification of crucifers and other oil or fiber species and of varietal certification of fodder beet and sugar beet” was taken by 328 assenting votes.

Bill No.0030 – “On ratification of the Extradition Treaty between Ukraine and the Republic of Kazakhstan” was backed by 314 parliamentarians.

Bill No.0031 – “On ratification of the Agreement between Ukraine and the Republic of Kazakhstan on mutual assistance in criminal matters” was approved by 329 votes in favour.

Bill No.0033 – “On the accession of Ukraine to the Inter-American Convention on Serving Criminal Sentences Abroad” was given 304 ayes.

Bill No.0036 – “On the accession of Ukraine to the Second Protocol to the Hague Convention of 1954 for the Protection of Cultural Property in the Event of Armed Conflict” was backed by 322 ayes.
