The Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov opened the special meeting of parliament.

He informed the audience that the President of Ukraine had excluded bills Nos.3205, 3205-1 (on the fund for partial agro-loans guarantees) and 2234 (on amendments to some legislative acts of Ukraine regarding the accountability for shaping the pricing system in the area of public roads construction) from today’s agenda.

Parliamentarians proceeded to the business of the day.

On opposing abuses of parliamentarians’ rights

--Draft resolutions Nos.1043-P, 1043-P1, 1043-P2, 1043-P3

Lawgivers have seen into these four papers all aimed to cancel Rada’s decision of 16.4.2020 to adopt the draft Law of Ukraine “On amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine as to opposing abuses of parliamentarians’ rights in the legislative procedure”. Finally, the resolution No.1043-P was given 56 ayes, 1043-P1 – 71, 1043-P2 – 48, and 1043-P3 – 53.

 

On voiding the 16.4.2020 ballot

--Draft resolution No.2653-P

The parliament has reviewed the draft resolution “On the cancellation of the Verkhovna Rada ballot results of 16.04.2020 regarding the adoption of the draft law that alters the Law of Ukraine ‘On local government in Ukraine’ (on its second reading)”. The paper has gained 43 assenting votes.

 

On nuclear energy use

--Draft bill No.2372

295 MPs have supported the first reading of the draft law “On amendments to certain laws of Ukraine on the safety of nuclear energy use”.

 

On demerit points

--Draft bill No.2809

Parliamentarians have considered the draft law “On amendments to the Administrative Offenses Code of Ukraine concerning demerit points”. The bill was backed by 302 votes in favour on its second reading (with 318 ones on the first).

 

On inland water-borne transport

--Draft bill No.1182-1-d

The first reading of the bill No.1182-1-d “On inland waterway transport” was re-considered by the parliament. The new round brought 243 ayes in.

 

On nonpayment crisis in energy sector

--Draft bill No.3364

The Verkhovna Rada has included the draft law “On amendments to certain laws of Ukraine (as to the resolution of nonpayment crisis in the electricity market and the certification of electricity transmission system operators)” on the parliamentary agenda. This decision was approved by 233 parliamentarians.

 

On establishment of a committee of inquiry

--Draft resolution No.3358

Setting up an interim investigative commission tasked to probe into likely corrupt practices of public officials that have caused substantial damage to Ukraine’s state budget, was finally backed by 324 MPs.

 

The presiding officer closed the extraordinary sitting of parliament.
