The Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov opened the special meeting of parliament.
The presiding officer clued up that the event has been convened on account of the President V.Zelenskyi’s demand and in accordance with part eight of Article 19 of the Verkhovna Rada’s rules of procedure. This sitting is to follow its revised agenda with the draft bill No.2398-d (on defense procurement) withdrawn.

MPs have reviewed the bill No.0034 – draft Law of Ukraine “On the ratification of the E5P Fund Grant Agreement (Ukraine Higher Education Project) between Ukraine and the European Investment Bank”. Without discussion, they approved the bill on its second reading by 339 assenting votes.
On opposing abuses of parliamentarians’ rights

Lawgivers have seen into the draft Law of Ukraine “On amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine as to opposing abuses of parliamentarians’ rights in the legislative procedure”.
The presiding officer gave the floor to representatives of parliamentary factions and groups. After the speeches, MPs have backed the second reading (and in tote) of the bill No.1043 by 242 ayes.
On local government

Members of parliament passed the second reading of the bill No.2653 – draft Law of Ukraine "On amendments to the Law of Ukraine 'On local government in Ukraine'”. 264 parliamentarians gave their votes in favour of this decision.
On more security to telecom networks
--Draft bill No.2654
The Verkhovna Rada took the bill No.2654 – draft Law of Ukraine “On amendments to certain legislative acts of Ukraine (concerning harsher security of telecommunications networks)”. 315 MPs supported the bill on its first reading.
