The extraordinary sitting of the Verkhovna Rada of Ukraine of the ninth convocation.
357 parliamentarians have registered to partake in this sitting.
The Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov opened the special meeting of parliament.
The presiding officer clued up that the event has been convened on account of the President V.Zelenskyi’s demand and in accordance with part eight of Article 19 of the Verkhovna Rada’s rules of procedure.
The current agenda:
- Bill No.2370 – draft Law of Ukraine on the national geospatial data infrastructure (second reading).
- Bill No.3279 – draft Law of Ukraine on amendments to Ukraine’s state budget for 2020 (repeat first reading).
- Bill No.3320 – draft Law of Ukraine on amendments to the Law of Ukraine “On protection of the population against infectious diseases" to prevent the spread of the coronavirus disease (COVID-19) (draftsman - MP M.Radutskyi).
- Bills Nos.2339, 2339-1 – draft Laws of Ukraine on amendments to certain legislative acts of Ukraine targeted at protecting and preserving our environment (with regard to heightening the accountability for actions aimed at air pollution and destruction or damage to flora objects) (draftspersons – MPs O.Bondarenko and O.Vasylevska-Smahliuk correspondingly).
- Bill No.3132 – draft Law of Ukraine on amendments to the Law of Ukraine “On the Antimonopoly Committee of Ukraine” and some other legislative acts of Ukraine regarding improving the system of Antimonopoly Committee’s agencies (draftsperson – MP R.Pidlasa).
- Bill No.3276 – draft Law of Ukraine on amendments to Section XI "Transitional Provisions" of the Criminal Procedure Code of Ukraine with regard to specificity of judicial control over the observance of the rights, freedoms and interests of individuals in criminal proceedings and consideration of certain issues in court proceedings during the quarantine period established by the Cabinet of Ministers of Ukraine to prevent the spread of the coronavirus disease (COVID-19) (second reading).
- Bill No.1049 – the Law of Ukraine “On amendments to certain legislative acts of Ukraine regarding the introduction of a single account for payment of taxes, fees, and single contributions to compulsory state social insurance” with the President of Ukraine’s proposals of 19.02.2020 attached.
- VRU’s draft resolutions made to rescind the parliamentary decision dated 31.03.2020 on adopting the second reading of the Law of Ukraine “On amendments to certain legislative acts of Ukraine regarding the circulation of agricultural lands”.
Parliamentarians proceeded to the business of the day.
The presiding officer apprised that the Conciliation Commission had agreed to vote today’s bills without discussion, except for the bill amending the state budget for 2020 and draft resolutions to revoke the land market statute.
The Chairman gave the floor to the Prime Minister Denys Shmyhal, who then delivered his report on the draft bill made to alter the Law of Ukraine “On the state budget of Ukraine for 2020”. The budget committee chairman also briefed on the bill in question and informed the committee had recommended that the parliament should take the draft legislation No.3279 on the second reading and in tote as a law redrafted by the line committee in conjunction with the finance ministry.

By 249 ayes, the parliament has passed the draft bill No.3279-d – the Law of Ukraine “On amendments to the state budget of Ukraine for 2020” on the second reading.
On national geospatial data

302 parliamentarians have finally supported the second reading of the bill No.2370 “On the national geospatial data infrastructure”.
On protection of population against infections
--Draft bill No.3320
332 lawmakers have voted in favour of the bill No.3320 - the draft Law of Ukraine on amendments to the Law of Ukraine “On protection of the population against infectious diseases" to prevent the spread of the coronavirus disease (COVID-19). The MPs then supported instructing the speaker of the Verkhovna Rada to immediately sign this law and send it to the President of Ukraine for signature.
On environmental protection

The second reading of the draft Law of Ukraine on amendments to certain legislative acts of Ukraine targeted at protecting and preserving the country’s environment (with regard to heightening the accountability for actions aimed at air pollution and destruction or damage to flora objects) was willingly approved by 328 Ukrainian parliamentarians.

By 244 assenting votes, the parliament passed the first reading of the draft Law of Ukraine on amendments to the Law of Ukraine “On the Antimonopoly Committee of Ukraine” and some other legislative acts of Ukraine regarding improving the system of Antimonopoly Committee’s agencies.

The second reading of the bill No.3276 – the draft Law of Ukraine on amendments to Section XI "Transitional Provisions" of the Criminal Procedure Code of Ukraine with regard to specificity of judicial control over the observance of the rights, freedoms and interests of individuals in criminal proceedings and consideration of certain issues in court proceedings during the quarantine period established by the Cabinet of Ministers of Ukraine to prevent the spread of the coronavirus disease (COVID-19) was backed by 310 parliamentarians of the Verkhovna Rada.
On single account for taxes, fees

The bill No.1049 – the Law of Ukraine “On amendments to certain legislative acts of Ukraine regarding the introduction of a single account for payment of taxes, fees, and single contributions to compulsory state social insurance” with the President of Ukraine’s proposals of 19.02.2020 attached was supported by 279 parliamentarians of the Verkhovna Rada.
On killing the land market law
--Draft resolutions Nos.2178-10-P – 2178-10P12 (13 documents)
Thirteen Verkhovna Rada’s draft resolutions submitted by MPs to rescind the parliamentary decision dated 31.03.2020 on adopting the second reading of the Law of Ukraine “On amendments to certain legislative acts of Ukraine regarding the circulation of agricultural lands”. All the 13 resolutions were voted down, bar none.
