Sitting of the Conciliation Commission (Board) of parliamentary factions (parliamentary groups)

Opening the meeting, the Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov observed that the coming plenary week promises to be rather eventful one.

According to him, the parliament will proceed with considering the draft bill No.2178-10 "On amendments to certain legislative acts of Ukraine on the circulation of agricultural lands", and on Wednesday - March 4, 2020 - there will take place a special plenary sitting called at the request of the President of Ukraine.

Dmytro Razumkov dwelt on the agenda of this extraordinary meeting, which includes (i) the bill No.3003P regarding the approval of President of Ukraine’s decision as to the admittance to Ukraine’s territory of units of armed forces of foreign states for multinational military exercises in 2020; (ii) the bill No.3015-P on amendments to the Section VI “Final and Transitional Provisions” of the Law of Ukraine “On national security of Ukraine” regarding becoming valid of provisions upon the commander-in-chief and the general staff of the Armed Forces of Ukraine, and certain branches of armed forces as well; (iii) the bill No.0025-U upon the ratification of the Framework Agreement between the Government of Ukraine and the Government of the French Republic on official support for strengthening maritime safety and security of Ukraine; (iv) the bill No.2500-D on amendments to certain legislative acts of Ukraine because of the enactment of the Law of Ukraine “On corruption prevention” (its second reading); (v) issues related to the work of the Cabinet of Ministers of Ukraine; (vi) reports on activities of the Ministry of Internal Affairs of Ukraine, the Security Service of Ukraine, the State Bureau of Investigations of Ukraine, the National Anti-Corruption Bureau of Ukraine, and the Prosecutor General’s Office of Ukraine in the field of fighting corruption and enhancing rule of law.

Afterwards, the Chairman of the Verkhovna Rada of Ukraine briefed the audience on his official visits to Latvia and Estonia last week.

He also informed the chamber upon the launch of a new tradition – the Honour Guard ceremony to be held on weekends and holidays nearby the parliament’s walls, performed by the “Honour Guard” Special Battalion of the National Guard of Ukraine.

The Chairman then gave the floor to the First Deputy Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk. The official apprised parliamentarians about the completion of work over the Verkhovna Rada’s legislative work plan for 2020. He also spoke about the finalizing of work upon the draft bill “On referendum”, which is the starter in a series of laws related to democracy building. In a couple of days the bill is thought to be made public on the VRU’s website. Its discussion may start in two weeks respectively.

According to the first vice speaker, there was also completed the list of Ukrainian laws, affecting the country's investment climate. They will soon be translated into English and promulgated on the Verkhovna Rada’s website.

In addition, he said, there had been finalized the bill that brought 15 legislative acts into conformity with Ukraine’s constitution.

The Deputy Chairperson of the Verkhovna Rada of Ukraine Olena Kondratiuk informed the attendees in detail about the complicated situation with the public  broadcaster's accounts (the National Public Broadcasting Company of Ukraine) and the fight against the coronavirus. She also called on to hear the Secretary of the National Security and Defence Council of Ukraine Oleksii Danilov about the anti-coronavirus strategy.

The politician also informed MPs of her working visit to Poland last week. During the visit, there took place a meeting of the Presidium of the Parliamentary Assembly of Ukraine and Poland, where it was decided that the next assembly sitting would be held on March 23-25.

Representatives of factions and groups spoke at the meeting.

The Representative of the Cabinet of Ministers at the Verkhovna Rada Olena Shuliak and parliamentary committees’ chairpersons spoke at the meeting as well.

The meeting decided to hear the Deputy Prime Minister of Ukraine Denys Shmyhal on Friday, March 6, during the “Ask the Government” hour. The topic of the hearing will be the state of play in the local self-government and decentralization reform.

Dmytro Razumkov wished MPs a fruitful work and closed the sitting of the Conciliation Commission.
