The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Wednesday’s plenary session.

The presiding officer announced that MP Oleksandr Sanchenko has affiliated to the PP “Servant of the People” faction.

 

The morning section

 

The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, and proposals.

After the speeches, MPs proceeded to the business of the day.

  • First reading

1.     Bill No.2483 “On amendments to the Law of Ukraine “On the Supreme Anti-corruption Court” caused by the enactment of the Law of Ukraine “On amendments to certain legislative acts of Ukraine regarding simpler pretrial investigation of certain categories of criminal offenses”.

2.     Bill No.2379 “On amendments to the Forest Code of Ukraine regarding conducting national forest inventories”.

3.     Bill No.1220 “On amendments to the Law of Ukraine ‘On the notary system’ (regarding the elimination of legislative conflicts and loopholes)”.

4.     Bills Nos.2083, 2083-d “On amendments to some laws of Ukraine regarding the right to pension provision for certain categories of citizens”.               

5.     Bill No.2590 “On amendments to certain laws of Ukraine regarding citizenship matters”.

  • Laws, bills and resolutions passed

 

On patent law reform

--Draft bill No.2259

Parliamentarians have reviewed the bill No.2259 “On amendments to certain legislative acts of Ukraine (regarding the patent law reform)”. The purpose of the draft law is to ensure that Ukraine's eurointegration commitments are fulfilled to the extent of harmonizing the requirements of Ukraine’s laws in force on protection of the rights to inventions and utility models with European Union law. By 369 ayes the bill was supported on the first reading.

 

On national forest inventories

--Draft bill No.2379

MPs have examined the bill No.2379 “On amendments to the Forest Code of Ukraine regarding conducting national forest inventories”. The purpose of the draft law is to create regulatory framework for the introduction of national forest inventories in Ukraine as a new nationwide system of collecting and generalizing relevant data. MPs have supported the bill on the first reading by 374 assenting votes.


On void army drill regulations  

--Draft bill No.2466

Lawmakers have seen into the bill No.2466 drafted to make void the Law of Ukraine “On the Drill regulations of the Armed Forces of Ukraine”.  The bill is seen to bring Ukrainian military law into line with NATO standards and its membership criteria. On the second reading the bill was taken by 278 ayes.

 

On notary system-related legislative gaps

--Draft bill No.1220

MPs have considered the bill No.1220 “On amendments to the Law of Ukraine ‘On the notary system’ (regarding the elimination of legislative conflicts and loopholes)”. They confirmed the first reading of the bill by 338 votes.

 

On foodservice business

--Draft bill No.2136

Lawgivers have seen into the bill amending some local laws governing the foodservice (catering) and restaurant industry. Then, they approved its first reading by 316 ayes.

 

On Ukraine-Lithuania labour migration

--Draft bill No.0021

Upon thorough reviewing, the Parliament has ratified by 324 ayes the draft law “On ratification of the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Lithuania on employment and cooperation in the field of labour migration" developed by Ukraine’s social policy ministry. Ratification of the agreement will promote and develop cooperation in ensuring the protection of the rights and interests of workers of both countries and the fight against illegal employment.

 

On flora and fauna protection

--Draft bill No.2351

The parliament gave due consideration to the bill amending certain Ukrainian laws regarding the implementation of some international agreements and EU directives on protecting plant and animal life.

The purpose of the bill is to introduce European human values and standards towards animals and to bring Ukraine’s legislation into line with European Union directives (Council Directive 98/58/EC of 20 July 1998 concerning the protection of animals kept for farming purposes, Directive 2010/63/EU of the European Parliament and of the Council of 22 September 2010 on the protection of animals used for scientific purposes, Council Directive 95/29/EC of 29 June 1995 amending Directive 91/628/EEC concerning the protection of animals during transport). By 318 votes in favour MPs did support the first reading of the bill.

 

On fire safety violations

--Draft bill No.1149

The Verkhovna Rada passed the bill No.1149 “On amendments to the Administrative Offences Code of Ukraine (regarding enhancing accountability for fire safety violations in forests)”.
