The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Wednesday’s plenary session.
The morning section
The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports and proposals.
The First Deputy Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk announced the birth of the following inter-factional associations at the Verkhovna Rada of Ukraine: “Odyn poias – Odyn shliakh” (One belt – One path) to be co-chaired by MPs Viktor Chornyi, Oleksandr Koltunovych, “Energy independence and security of Ukraine” to be chaired by MP Mykhailo Bondar, “Development of Ukraine” to be co-chaired by MPs Tetiana Tsyba, Serhii Bunin.
Parliamentarians then proceeded to the business of the day.

On changes in Ukraine’s tax code

MPs have reviewed the bill No.2419 “On amendments to the Tax Code of Ukraine regarding improving the structure of public customs and tax management policies”. They supported the bill by 341 ayes on the first reading.
On parliamentary immunity
--Draft bill No.2237
On the second reading there was taken the bill No.2237 “On amendments to certain legislative acts of Ukraine to reconcile them with the Law of Ukraine ‘On amendments to Article 80 of the Constitution of Ukraine regarding parliamentary immunity of Ukrainian parliamentarians”. 291 votes in favour gave there lawmakers for the bill in whole.

On wider self-representation
--Draft bill No.2261
By 307 ayes, the parliament passed on the second reading and in whole the bill on amendments to certain legislative acts of Ukraine regarding a wider self-representation at courts of public authorities, local governments and other legal bodies regardless of their establishment procedure.
On better excise-tax administration
--Draft bill No.2317
Ukrainian parliamentarians have examined the bill No.2317 “On amendments to the Tax Code of Ukraine and some other legislative acts of Ukraine (regarding better excise-tax administration)”. They took the bill in extenso by 316 assenting votes.
On better higher education
--Draft bill No.2299
MPs have seen into the second reading of the bill No.2299 “On amendments to certain legislative acts of Ukraine regarding refinements of educational activities in the field of higher education”.
The purpose of the bill is to regulate the procedure of licensing educational activities, admission to get higher education, implementation of inter-disciplinary educational programmes, as well as specific issues related to ensuring first-rate higher education, student-centered education, forms of getting education, requirements for heads of higher education establishments, the National qualifications framework, etc. The bill was taken in extenso by 321 ayes.
