The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Thursday’s plenary session.

 

The morning section

 

The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports and proposals.

After the speeches, the Verkhovna Rada carried the agenda of the current meeting.

  • Second reading

1. Bill No.0978 “Electoral Code of Ukraine” – to be reconsidered with presidential proposals of Oct 13, 2019 attached.

2. Bill No.0858 “On amendments to the Land Code of Ukraine and some other legislative acts on combating corporate raiding”.

3. Bill No.2168 “On amendments to certain legislative acts of Ukraine regarding the state policy in the field of labour, working relationship, employment and labour migration”.

4. Bill No.2189 “On amendments to the Law of Ukraine ‘On voluntary amalgamation of territorial communities’ (regarding easier approval of prospective plans for formation of territories of communities of the Autonomous Republic of Crimea, oblasts).

5. Bill No.2047-d “On amendments to the Tax Code of Ukraine to eradicate corrupt practices in the data registration from real estate appraisal and property disposal transparency reports”.

6.  Bill No.2275 “On amendments to certain legislative acts of Ukraine regarding stabilization of the obligatory state social insurance system”.

8.  Bills Nos.2490, 2490-1 “On amendments to the Law of Ukraine ‘On the National Commission for State Regulation of Energy and Public Utilities’ and other legislative acts (regarding bringing them into line with the requirements of the Constitution of Ukraine”.

9.  Bill No.2336 “On amendments to certain legislative acts of Ukraine on preventing and counteracting political corruption”.

10.  Two bills on war veterans and better social protection for persons with war-induced disabilities.

On obligatory state social insurance system

--Draft Bill No.2275

MPs have reviewed the bill No.2275 “On amendments to certain legislative acts of Ukraine regarding stabilization of the obligatory state social insurance system”. By 250 ayes, the bill was backed on the first reading.

 

On national geospatial data

--Draft bill No.2370

The parliament saw into the bill on the national infrastructure of geospatial data. Its financing is thought to be executed at the expense of state and local budgets, as well as funds of establishments, organizations, enterprises and customers in accord with contracts singed and through other legal sources. Enactment of the law shall contribute vastly to framing a single public geospatial data policy.  322 parliamentarians supported the bill on the first reading.

 

On combating raiding practices

--Draft bill No.0858

By 362 ayes, MPs have carried the bill No.0858 “On amendments to the Land Code of Ukraine and some other legislative acts on combating corporate raiding” on the second reading and in tote.

 

On employment and labour migration

--Draft bill No.2168

The parliament passed the bill No.2168 “On amendments to certain legislative acts of Ukraine regarding the state policy in the field of labour, working relationship, employment and labour migration” on the second reading and in tote by 264 ayes.

 

On defence procurement

--Draft bill No.2398-d

The defence procurement bill No.2398-d was approved by 293 votes in favour.

 

On cars with foreign registration

--Draft bill No.2288

Lawmakers have examined the bill No.2288 “On amendments to the Customs Code of Ukraine regarding stopgap application of Articles 470 and 481”. The purpose of the bill is to create preconditions for a comprehensive settlement of the issue of customs registration in Ukraine of vehicles with foreign registration. By 311 ayes, the bill was taken on the first reading.

 

On orgs and cos founded by civic associations of persons with disabilities

--Draft bill No.2439

By 360 ayes, lawgivers have sanctioned the second reading of the bill No.2439 drafted to provide cleared conditions for the functioning of organizations and enterprises founded by persons with disabilities.

 

On poultry meat and poultry meat preparations

--Draft bill No.0009

By 338 votes in favour, lawgivers have sanctioned the bill No.0009 “On ratification of the Agreement in the form of an exchange of letters between the European Union and Ukraine amending the trade preferences for poultry meat and poultry meat preparations provided for by the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Ukraine, of the other part”.

 

On metro extension in Kharkiv

--Draft bill No.0008

By 337 assenting votes, the parliament have passed on the second reading the bill No.0008 “On ratification of the Loan Financing Agreement (the Kharkiv Metro Extension Project) between Ukraine and the European Investment Bank”.
