“It is extremely important to maintain a top level of quality of work of higher audit authorities,” -- Ruslan Stefanchuk
20th November, 2019: Ruslan Stefanchuk, the First Deputy Chairman of the Verkhovna Rada of Ukraine, met on this day with the President of the Supreme Audit Office of the Czech Republic, the first Vice-President of EUROSAI Miloslav Kala. Participants of the meeting emphasized the significance of exchanging experience in the area of budget audit and improving the effectiveness of parliamentary control.
Ruslan Stefanchuk stressed the traditionally friendly attitude of Ukraine to the Czech Republic and underlined that a good cooperation between the countries does correspond to the national interests of both states. The First Deputy Chairman of the Verkhovna Rada of Ukraine then noted that both countries do have a lot in common in terms of economic structure and approaches to public administration, which "makes it possible to learn from each other".
Ruslan Stefanchuk informed Miloslav Kala about the existing system of exercising control powers by the Verkhovna Rada of Ukraine.
Once again, the first vice speaker of the Ukrainian parliament stressed the importance of fruitful international relations of national audit organizations with their international partners.
Ruslan Stefanchuk named it to be utterly valuable that the regular XI EUROSAI Congress be held in Prague in May-June 2020, which would enable important discussions upon the functioning of higher audit bodies. Afterwards, the First Deputy Chairman of the Verkhovna Rada of Ukraine confirmed that a Ukrainian delegation would participate in the said congress.
Ruslan Stefanchuk assured Miloslav Kala that all useful developments would be adequately implemented in the domestic legislation.
The Chairman of the Accounting Chamber of Ukraine Valerii Patskan, who also attended the meeting, emphasized that EUROSAI would become a "window of opportunity" and he also clued up that Ukraine intends to hold a similar ARABOSAI congress with the participation of representatives from 50 countries of the world.
In his turn, the President of the Supreme Audit Office of the Czech Republic, the first Vice-President of EUROSAI expressed his gratitude to the Ukrainian side for the opportunity to converse with various authorities representatives and employees of the Accounting Chamber of Ukraine. He also testified "the Czech Republic's firm position upon the situation of Ukraine".
According to him, the Congress plans a wide exchange of experience between audit bodies from 30 European countries, further elaboration of methods and techniques to combat negative phenomena in the budgetary sphere, as well as providing 40 countries with a free access to the common Audit Database.
The meeting was also attended by the Chairman of the Committee on Budget MP Yurii Aristov.
