Committee on Economic Development
The Chairman of the Committee Dmytro Natalukha outlined the main directions of the Verkhovna Rada's work in order to increase business opportunities. Dmytro Natalukha supported the “TOP-10” business priorities that need to be implemented to improve the business environment, un-shadow the economy and ensure the economic growth, proposed by the National Business Coalition.
He stated this today during the National Business Coalition Forum on “Agenda of the New Parliament: Dialogue Between Civil Society, Business, and Government”.
“Dialogue is access, access to power, to representatives of the authorities, of different bodies. What we are experiencing right now is a story of a new access: people who never had a chance to be in power have been given access to governmental instruments. Similarly, the businesses should gain access, in particular, to capital markets. We must jointly seek this access and find a specific model and a set of mechanisms to achieve the designated mission,” the committee chairman asserted.
D.Natalukha outlined the main areas of work of the Verkhovna Rada aimed at expanding business access opportunities. Thus, according to him, the Law of Ukraine No.1068 "On amendments to certain legislative acts of Ukraine in connection with the adoption of the Law of Ukraine ‘On standardization’” has already been adopted and will soon enter into force. This will enable the country to get closer to the ACCA agreement in order to trade industrial goods with EU countries without being EU members.
Work is also underway to re-start the Expert Credit Agency to support high-tech exports, as well as micro-credit and new capital markets, said the Chairman of the Committee.
He also added: “There are many such initiatives: a bill on leasing of state and municipal property, which sets completely new principles; a concession bill that will allow the property to be superintended of far more efficiently. The list of non-privatizable projects is canceled. And this is also a question of access - how much we will be able to gain the interest of foreign investors to encourage them to bring here money and, in addition to money, to bring best practices”.
Nota Bene: On September 23, there was held in Kyiv a forum themed “Agenda of the New Parliament: Dialogue Between Civil Society, Business and Government”, where leaders of parliamentary political forces discussed economic priorities with leaders of the business community and experts.
The forum was organized by the National Business Coalition, which brought together 87 business associations representing more than 40,000 businesses across the country.
The coalitionists have formulated and presented to the political parties the “TOP-10” of business priorities that need to be implemented to improve business conditions, un-shade the economy and ensure its growth.
