The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Thursday’s plenary session.
The morning section
396 parliamentarians have registered to attend the plenary meeting.
The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports and proposals.
The Verkhovna Rada endorsed the agenda of the current meeting.

By 290 ayes there was carried the first reading of the draft bill No.2035 “On amendments to certain legislative acts of Ukraine regarding ensuring ownership transparency of providers of nationwide multi-channel digital terrestrial broadcasting networks”.
On appointment-dismissal procedure at Nat’l TV-Radio Council
--Draft bill No.2036
By 292 votes the parliament passed the first reading of the draft bill No.2036 “On the National Television and Radio Broadcasting Council of Ukraine” regarding refinement of its appointment and dismissal procedure”. The bill is aimed at ensuring continuity at the National Television and Radio Broadcasting Council of Ukraine.
On semiconductor products
--Draft bill No.1062
The Verkhovna Rada of Ukraine confirmed the draft law No.1062 “On amendments to certain legislative acts of Ukraine on improving protection of the rights to build semiconductor products” on the second reading. The statute was approved by 236 members of parliament. The bill simplifies obtaining proprietary right to build semiconductor products and harmonizes Ukraine’s legislation with the European one.
On financial restructuring
--Draft bill No.1070
300 parliamentarians approved the second reading of the draft bill No.1070 “On amendments to certain laws of Ukraine regarding improving the procedure of financial restructuring”.
The bill is aimed at expanding the application by Ukrainian banks of the Law of Ukraine "On financial restructuring", which is thought to result in the increase of out-of-court settlements on debt litigations. It is noteworthy that the law on financial restructuring is supposed to become stale on October 19, 2019.
On reforming prosecution authorities
--Draft bill No.1032
The second reading of the bill “On amendments to certain legislative acts of Ukraine regarding primary measures in reforming prosecution authorities” was confirmed by 259 votes.
On public procurement
--Draft bill No.1076
The parliament passed on the second reading the draft bill No.1076 “On amendments to the Law of Ukraine “On public procurement” and some other legislative acts of Ukraine regarding refinement of public procurements (redrafted)”. The bill was sanctioned by 292 parliamentarians. The instrument is aimed at weeding out venal practices in procurements.
On simpler fiscal reporting
--Draft bill No.1057
335 parliamentarians confirmed the second reading of the draft law No.1057 “On amendments to the Law of Ukraine “On collection and accounting a single contribution to obligatory state social insurance" regarding uniform reporting on a single contribution to obligatory state social insurance and on personal income tax”. The draft law is designed to deepen and widen the tax reform, one of the tasks of which is to simplify and unify reporting to regulatory agencies. It is proposed to postpone the introduction of the uniform quarterly reporting until 2021.
On uniform fiscal reporting
--Draft bill No.1072
“On amendments to the Tax Code of Ukraine regarding consolidated reporting on a single contribution to obligatory state social insurance and personal income tax”. The draft law No.1072 was approved by 335 votes on the second reading.
On reloading government
--Draft bill No.1066
228 parliamentary votes confirmed the second reading of the draft bill No.1066 “On amendments to certain legislative acts of Ukraine regarding restarting government”. The bill proposes to reform the public service. In particular, employment agreements in the public sector are supposed to be executed on a contractual basis.
On protecting intellectual property rights
--Draft bill No.1230
The parliament included in the agenda of the second session the draft bill No.1230 “On amendments to the Tax Code of Ukraine regarding protection of intellectual property rights at transporting goods across the customs border of Ukraine”.
