The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Wednesday’s plenary session.
The morning section
386 parliamentarians have registered to attend the plenary meeting.
The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports and proposals.
The First Deputy Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk announced the creation of inter-factional parliamentary associations "Lvivshchyna" (The Lviv Region), "Ternopilshchyna" (The Ternopil Region), “Biznesvarta” (The Business Watch), “Kirovohradshchyna” (the Kirovohrad Region), “Chernihivshchyna” (The Chernihiv Region), “Friends of Ivano-Frankivsk” and “Economy.now” at the Verkhovna Rada of Ukraine of the ninth convocation.
The Verkhovna Rada endorsed the agenda of the current meeting.
The current agenda:
1. Draft resolution No.1012-P “On cancellation of the Verkhovna Rada of Ukraine’s decision of 10.09.2019 on the adoption in tote of the draft Law of Ukraine on a special procedure for removing the President of Ukraine from office (impeachment)”;

2. Bill No.1025 “On amendments to the Law of Ukraine “On the Supreme Anti-Corruption Court of Ukraine” regarding the commencement of its work)”;
3. Bill No.1080 “On amendments to the Criminal Code of Ukraine and the Criminal Procedure Code of Ukraine regarding reducing pressure on business”;
4. Bill No.1050 “On amendments to certain legislative acts of Ukraine regarding cutting the list of economic activities subject to licensing”.

The agenda also includes draft resolutions on holding parliamentary hearings on "Priorities of the parliamentary environmental policy for the next five years" (November 27, 2019) and "Security for journalists in Ukraine: State of play, Problems and Solutions" (November 6, 2019).
Additionally, the parliament plans to see into two ratification issues.
The parliament then switched over to reviewing the business of the day.

On likely cancellation of impeachment law
--Draft resolution No.1012-P
“On cancellation of the Verkhovna Rada of Ukraine’s decision of 10.09.2019 on the adoption in tote of the draft Law of Ukraine on a special procedure for removing the President of Ukraine from office (impeachment)”.
The paper was declined by the MPs voting of only 101 ayes.
On supreme anticorruption court
--Draft bill No.1025
“On amendments to the Law of Ukraine “On the Supreme Anti-Corruption Court of Ukraine” regarding the commencement of its work)”. The purpose of the bill is to unbuckle the Supreme Anti-Corruption Court and ensure fastest consideration of top brass corruption. The second reading of the bill was backed by 323 members of parliament.
On milder press upon businesses
--Draft bill No.1080
“On amendments to the Criminal Code of Ukraine and the Criminal Procedure Code of Ukraine regarding reducing pressure on business”. The instrument kills the fictitious entrepreneurship article, in particular. The lighter pressure bill was confirmed by 347 parliamentarians.
On shorter list of licensed trades
--Draft bill No.1050
“On amendments to certain legislative acts of Ukraine regarding cutting the list of economic activities subject to licensing”. The draft bill is thought to simplify and streamline the trade of telecommunications. 349 delegates approved the paper on the second reading.
On eco-priorities for next 5 years
--Draft resolution No.2088
The parliament plans to hold a parliamentary hearing themed “Priorities of the parliamentary environmental policy for the next five years”, scheduled on 27 September, 2019.
Since Ukraine has an extremely difficult environmental situation that needs a fast and comprehensive solution, the document was promptly approved by 359 members of parliament.
On security for pressmen
--Draft resolution No.2129
The parliament also projects to have a parliamentary hearing themed “Security for journalists in Ukraine: State of Play, Problems and Solutions”, slated for November 6, 2019.
The problem was first raised two years ago. Attacks on journalists still continue to occur, so appropriate recommendations need to be worked out to ensure their safety. The resolution was confirmed by 335 ayes.
On UA-Swiss double tax protocol
--Draft bill No.0004
By 307 ayes there was sanctioned the draft bill No.0004 “On ratification of the Protocol between the Government of Ukraine and the Swiss Federal Council on amendments to the Convention between the Government of Ukraine and the Swiss Federal Council for the avoidance of double taxation with respect to taxes on income and on capital and the Protocol hereto, made in Kyiv on October 30, 2000”.
On UA-Turkey double tax protocol
--Draft bill No.0005
By 320 ayes there was ratified the draft bill No.0005 “On ratification of the Protocol between the Government of Ukraine and the Government of the Republic of Turkey for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income and on capital/property”.

The draft bill No.1084 “On amendments to certain laws of Ukraine on application of nuclear energy” was passed on the second reading by 265 votes of Ukrainian parliamentarians.
