Committee members saw into bills on lease of state and municipal (communal) property and decided to have a sitting of a working group on stimulation of investments activity in Ukraine.
In particular, the committee considered the bills Nos.1055, 1055-1 on state and municipal property lease. Both of the bills bring new wording of the property lease law, establishing a new lease procedure for state and municipal assets through selling the lease rights at an electronic auction via an electronic trading platform (system).
Adoption of the draft bill No.1055-1 will significantly improve, simplify and shorten the property lease procedures, making them transparent and clear, helping attract a wide range of investors into this sphere, increasing economic efficiency of leasing auctions, and raising incomings to public and local budgets.
After hearing information from the committee chairman, the committeemen unanimously decided to recommend the Verkhovna Rada of Ukraine to adopt the submitted bill as a basis.
It is also recommended to amend Articles 15 and 18 regarding lease rights for educational establishments, then prepare the bill for its second reading and hand it over to the Committee on Economic Development for further consideration.
Committee members also heard information from the chairman of the committee and the chairman of the Sub-committee on Lifelong and Out-of-school Education regarding the draft law No.1059 amending Ukraine’s legislation on investment incentives and unanimously decided to hold on September 16, 2019 a task group sitting on stimulation of investments activity in Ukraine.
