Opening the meeting after nooning, the Chairman notified he had inked the bill No.5309 amending the law of Ukraine “"On freedom of faith and religious organizations”, and submitted it to the president for signature.

Members of parliament then switched over to the business of the day.

On defence-related procurements

--Draft bill No.9122

On the first reading, the parliament carried the draft bill “On amendments to certain legislative enactments of Ukraine regarding procurement of imported defence-purpose goods, works and services”.

The bill suggests allowing government customers to directly import defence-related products, works and services in order to streamline and accelerate the procurement process in case of necessity, as well as to save money through removing a brokerage fee. The bill also proposes to improve legal governance of issues linked to offset contracts.


On schedule for VRU’s tenth session

--Draft bill No.9419

The parliament passed the resolution “On planned schedule for the 10th plenary session of the Verkhovna Rada of Ukraine of the VIII convocation”. The VRU approved the session’s schedule by taking the resolution.


On further prohibition of land transfer

--Draft law No.9355-5

The parliament passed the law of Ukraine “On amendments to the chapter X of the “Transitional provisions” of the Land Code of Ukraine regarding prolongation of land transfer prohibition”.

The bill extends the land ban (selling, buying and alienating) until January 1, 2020. Due changes shall be introduced in the articles 14, 15 of the X chapter of the “Transitional provisions” of the Land Code of Ukraine.


On rivalry in production of e-power from alternative energy sources

--Draft bill No.8449-d

By 227 ayes, there was approved on the first reading the bill “On amendments to certain laws of Ukraine regarding provision of competitive conditions in production of electric power from alternative energy sources”.

The bill is to form competitive conditions for rendering a state aid for construction of medium- and large-scale renewable energy projects and to rebalance interests of society, electricity consumers and other market players.

The statute shall amend the laws of Ukraine “On alternative sources of energy”, “On market of electric power”, “On National regulatory commission on energy and utilities of Ukraine”.

The bill, in particular, provides for launching a new state aid procedure for sun- and wind power generating enterprises starting from July 1, 2019. The said aid is to be rendered through a system of quota-distribution vendues. The state aid imports a guaranteed buy-out of the whole volume of electricity produced from the producers and compensation of price discrepancy. The aid term is supposed to be twenty years.
