The committee counsels the parliament to adopt on the first reading and in tote the draft law on approval of the presidential decree that declares a state of emergency in the country.

The martial law bill No.9338 was considered on November 26. The bill provides for approval of the decree of the Ukrainian president dated November 26, 2018 under the number No.391/2018 “On institution of martial law in Ukraine”. The decree is to trigger off martial law in Ukraine starting from 14:00 pm of November 26, 2018 until 14:00 of January 25, 2019 (sixty days).

The public authorities are commissioned by the law, in particular, to undertake as follows:

  • to start up a plan for introduction and provision of measures contemplated  by the martial law legal regime in Ukraine;
  • to provide the military of Ukraine with due and proper logistic support, rendering services and finance ample for practical enforcement of their special period tasks;
  • to get ready to fulfill the assigned special period tasks, with the introduction of a Condition Red state (“full alert”) for designated objects of the unified state civil protection system and its functional and territorial subsystems;
  • to establish defence councils and provide promotion to military command in launching the martial law legal regime.

As per the bill, partial mobilization shall be declared by the president pursuant to the scope of threats to national security and defence.

The committeemen approved the decision in one assent.
