Committee on Social Policy, Employment and Pension Provision

The committee held on October 22 a task meeting to discuss problems with retired pays given as per the law of Ukraine “On pension provision of persons dismissed from service, and certain other persons”, and court enforcement actions.

Representatives of central executive bodies, the social policy ministry, the Pension Fund of Ukraine, the justice ministry, trade unions and other non-governmental (retiree social care) organizations were in attendance at the meeting.

The retiree care organizations demanded that the state execute court decisions on the benefit recalculations in full and that the retired pays-related legislation be reconciled accordingly.

Summing up the meeting, the committee head stated that “we ought to pool our efforts with public organizations to do the needful for wellbeing of our retirees”.

 

Committee on Environmental Policy, Nature Resources Utilization and Elimination of the Consequences of Chornobyl Catastrophe

The body has decided to commend the parliament to take it on the first reading the bill No.9016 harmonizing the law “On status and social protection of citizens who suffered from the Chornobyl capastrophe” with the decision of the Constitutional Court of Ukraine No.6-r/2018 dated 17 July 2018.

Pursuant to the court decision, the bill revives the norms of the above law previously changed by the law of Ukraine “On amendments to and invalidation of certain legislative enactments of Ukraine” (No.76-VIII). In particular, the bill offers to unsuspend rendering aid to families with school age children residing in the radioactive contaminated territories, benefits and compensations for the suffered and their parents, additional payments to those who work in the radioactive contaminated territories, benefits and compensations to citizens categorized as 4 type and some others. The bill also revives the Article 53 of the law providing for additional pensions to the families for damage to health and monthly amends for loss of breadwinner resulting from the Chornobyl catastrophe regardless of emolument gained, pension received or other earnings made and the like.

 

Committee on Financial Policy and Banking

The body recommends the parliament to take it on the first reading some amendments to certain legislative enactments of Ukraine regarding activity of credit unions.

The bill No.9078 suggests ‘polishing’ some definitions and operating policies and principles as well as peculiarities of the legal status of the unions; making more specific the hierarchy of creditors' claims; defining conditions and grounds for recognizing a credit union to be insolvent; establishing credit union membership features for individuals and corporate entities; rectifying a credit union’s management hierarchy; defining the legal status of credit unions associations and amalgamations, etc. The said changes are meant to be introduced in the law of Ukraine “On credit unions” and other related laws.

This document also provides for a credit union liquidation mechanism, as well as a visionary approach to joining credit unions to the deposit guarantee scheme (or system) for individuals.

By majority vote the bill was approved on the first reading. The committeemen suppose the bill adoption shall contribute to solving the real economy lending problems given the negative trends observable over several years in a row through this segment of banking activity.
