There are two bodies in focus of our committee scan today:
Committee on Budget
The сommittee held a field meeting in Zhytomyr region.
Before the start of the meeting, the members of the committee were informed about the results and prospects for the Regional Medical Center of Vertebrology and Rehabilitation. In the first half of this year, the center is scheduled to open a rehab ward equipped with appropriate training simulators and auxiliary facilities necessary for rehabilitation of the ATOees (the ATO participants).
The committeemen were also interested in the process of reconstruction of the ‘Polissya’ Stadium, which takes into account the UEFA and IAAF requirements. Upon completion of the reconstruction and certification of the stadium, it will be awarded the appropriate category for national and international competitions, which will in turn have a positive effect on the socio-economic development of the city of Zhytomyr and the region.
Among the priorities for socio-economic development of the region, there were also highlighted development of its transport infrastructure alongside with a network of regional highways, restoration of the airport "Zhytomyr-Smokivka" and its use by air companies for passenger and freight transportation.
High on the agenda was also the issue on the problems of local budgets during the reform of inter-budgetary relations and local self-government (home rule).
Committee on Financial Policy and Banking
The committee recommends the Verkhovna Rada of Ukraine to take it on the first reading the bill on the Financial Ombudsman Service.
The draft bill
No.8055 has been penned for implementation of the mechanism of alternative
(out-of-court) resolution for disputes arising from financial services
consumers with financial services providers. The law will help increase
consumers’ confidence in the financial market. According to some researches,
45% of consumers do not know whom to contact in the event of conflict situations with
financial institutions.
The draft proposes to determine the legal framework for the establishment and organization of the financial ombudsman activities, its principles, the competence of the institution, the powers and requirements of the financial ombudsman and authorized persons, the procedure for resolving disputes between consumers and providers of financial services and execution of decisions, as well as the main principles of cooperation of the institution with state bodies and local self-government bodies. The parliamentarians supported the bill, adoption of which will enhance the confidence of consumers in the financial market.
