Second reading bills taken

Draft bill No. 6574

By taking the bill, there has been adopted a series of amendments to some Ukrainian laws on improving the procedure of rehabilitation for repression victims of the Communist Totalitarian Regime of 1917-1991. The altered law is to refine the legal terminology, the essence and forms of the repressions themselves. The bill also imputes constituting a network of rehabilitation commissions to all heads of oblast (regional) administrations, including Kyiv and Sevastopol municipal administrations.

Draft bill No.4571

There will be adopted a series of amendments to the law of Ukraine “On distribution of audiovisual works, phonograms, videograms, computer software, databases” (fighting against piracy and improving the investment environment). The bill proposes to clarify the procedure for submitting applications for obtaining control marks, as well as to introduce a legally binding mandatory publication of information about the applicants and relevant copies of audiovisual products, and about the decision on issuance of the control marks, their number and date of issue of the marks on the official website of the central executive authority, which implements state intellectual property policies.

Draft bill No. 3815d

A draft law "On amendments to some laws of Ukraine on the rise of social protection to certain categories of Nazi persecution victims and political repressions" was adopted on the first reading.

For the benefit of former juvenile prisoners of concentration camps, ghettos and other places of compulsory detention, there has been proposed by the bill to restore     the privileges of free travel for all types of urban passenger transport, public transport in rural areas, as well as by rail and by suburban buses within  the region of the Autonomous Republic of Crimea by the place of residence; a free-of-charge travel once every two years (round trip) by rail, water, air or intercity road transport, regardless of the availability of a railway connection or travel once a year (round trip) by the specified modes of transport with a 50 percent abatement; the right to appropriate privileges for former minor prisoners of concentration camps, ghettos and other places of detention recognized as disabled (handicapped) persons;  former prisoners of concentration camps, ghettos and other places of forced detention;  the wives (husbands) of the dead victims of Nazi persecutions. The draft also provides for the abolition of provisions according to which the provision of certain benefits for the specified categories of persons depends on the average monthly total income of the family. It has been also proposed to amend article 6 of the law of Ukraine "On rehabilitation of victims of political repressions in Ukraine" in terms of providing citizens who have been rehabilitated in accordance with Article 1 of this Law from among persons serving their sentences in the form of deprivation of liberty or forced placement (compulsory admission) in medical institutions, the right to obtaining the privileges provided for in Article 12 of the law of Ukraine "On the status of war veterans and guarantees of their social protection".

The Verkhovna Rada of Ukraine has also approved a list of renamed human settlements.
