The Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy opened the morning meeting. MPs are exchanging their statements, announcements, proposals.
   A.Parubiy announced establishment of an inter-faction parliamentary association “Parliament’s Platform to Fight TB”, to be headed by
Serhii Kiral, a member of parliament.
      The MPs then switched over to reviewing the notorious long-player – the draft bill No.6232 amending a series of the Ukrainian codes. Andriy Parubiy recalled they had stopped last week at the bill amendment No.89.
    By midday, there have been five hundred ninety-five amendments to the bill No.6232 reviewed.
Since all the bill-6232 amendments have been gotten through, and the presiding officer recalled some alterations had not been approved by the MPs earlier, the
Committee on Legal Policy and Justice has seen them out today and made appropriate conclusions.
The bill No.6232 has finally been adopted on the second reading by 234 votes.

The law under bill No.6232 was adopted to amend the Administrative Legal Procedure Code of Ukraine,
Economic Procedure Code of Ukraine, Civil Procedure Code of Ukraine, and other legislative enactments.
The alterations are aimed to close the procedural gaps which have been hindering effective judicial protection in Ukraine, and improve principles of legal proceedings and forensic tools.

The head of the
Committee on Social Policy, Employment and Pension Provision reported then on draft bill No.6614 made to raise pensions. The bill was put to the vote and adopted by 288 ayes.
Higher pensions at hand in Ukraine

The law is seen to improve solidary system of retirement insurance, categorize pension scales by acquired pensionable service and salary drawn, and introduce   unified approaches for pension calculations. The law then provides for:

-indexation of pension scales used in past years to be recalculated by average wages for 2014, 2015, 2016,

-recommencement of pension payments in full to retirees at work (engaged in any gainful employment),

-abatement in value assessment for one year of pensionable service from 1.35 to 1.0,

-introduction of a new retirement procedure subject to pensionable service available,

-alteration of a minimum pension calculation,

-modifying of a pension indexation and re-calculation procedure,

-October 1, 2017 is scheduled for re-computation of pensions, allowances, pay rises, other payments subject to a living wage set for persons with disabilities (those who lost their earning capacity) as of December 1, 2017, incremented by UAH 79.00,

-introduction of unified approaches to granting pensions, etc.

Under the law, it is expected to undertake a series of measures in compulsory state social insurance, collecting and accounting of single tax, social insurance for temporary disability, employment accidents, occupational diseases and loss of employment, as well as in employment sector on the whole.

The law also covers alteration in posse of an old-age pension calculation formula, retention of preferential pension benefits for large family women (5-kid or more) engaged in agricultural production, establishment of a special legal procedure for drawing pension payments due for a retiree which he fails to get for his stay in the temporarily Ukraine-uncontrolled territories.

The government is also instructed to elaborate and table up to the Parliament by November the 1st a draft bill spelling out a servicemen pensions’ recalculation with regard to the reloaded cash cover/financing.

The law was adopted under the bill No.6614.

The 7th session agenda resolution

Under the draft bill No.7068 the Parliament passed the 7th session agenda of the Verkhovna Rada of Ukraine of eighth convocation. The resolution creates agreement to the committees’ proposals regarding the bills not included in the 7th session agenda to withdraw them from viewing for being in eclipse, out of date or no longer current according to the annex 1; to return to subjects with power to initiate legislation some bills in need of refinement according to the annex 2; to regard as withdrawn by initiators the bills under the annex 3.

Larger budget for pensions

Under the draft bill No.6617 the parliamentarians adopted a pension-lifting law. The law runs the state budgetary spending for social protection and welfare is to cover:

-state social care allowances for persons mentioned under clauses 1-3 of part 1 of the law of Ukraine on public assistance to persons without the right to pension and physically challenged persons,

-various pension scales legal spreads,

-the Pension Fund of Ukraine’s gaps in financing pension payouts within the solidary system of the all-compulsory state pension insurance.

The law also reads all-level local budgets including budgets of territorial communities are to cover:

-state social care allowances for persons without the right to pension and physically challenged persons, including carer’s benefits (attendance allowance),

-monthly compensation allowances to unemployed able-bodied persons attending either a first-degree disability person or a person of eighty,

-temporary public assistance allowances to unemployed retirement age persons who have not the right to pension.

The presiding officer closed the meeting.
