Dear Prime Minister,
We write to regretfully inform you that the committee is getting harmful news about severe diseases of children in health-care establishments caused among other things by violations of the child’s right to have a proficient medical treatment once injured or diseased, as in accord with the Article 30 of the Law of Ukraine “On rehabilitation and recreation of children”. The girl’s fatality from presumably pneumonia in a Berdiansk’s recreation center became the crying abuse in this respect since the case had failed to obtain proper medical assistance within the entire week. Sending children with apparently acute illnesses to health-care establishments has repeatedly been observed as well; and the children at that were furnished with formal medical permits to attend the establishments. The children’s ailments do spring as well from poor nourishment in some health-care establishments.
The Ministry of Health of Ukraine, the structural health-care units of local public administrations have failed to pay adequate attention to monitoring and selecting experienced personnel and skillful health-care manpower for the recreation centres, as well as quality of the medical aid rendered to children at need.
In view of the above, you are kindly requested to consider possibility to distribute appropriate instructions down to the effect that:
- stiffen up responsibility of the Ministry of Health of Ukraine, of the structural health-care units of local public administrations for proper monitoring and selecting experienced personnel and skillful health-care manpower for recreation centres, and for the quality of medical aid rendered to children who are injured or diseased;
- conduct an immediate inspection by the structural health-care units of local public administrations of the quality of medical assistance delivered to children who are injured or diseased throughout the rehabilitation and recreation establishments;
- undertake some extra measures of state control over those rehabilitation (health-care) and recreation establishments where violations of child’s rights to protection of life, health, proper rehabilitation and recreation have been brought out;
- provide for proper amendments to the laws in order to strike off from the economic entities register those children rehabilitation and recreation establishments which are not subject to the state inspection routine therein.
