Three draft bills have been adopted at the evening session:

Draft bill No.4941-d on energy efficiency of buildings. The law lays out legal, social, economic and organizational grounds for introduction of energy efficient constructions with the aim to consume less power. The law is to stipulate surveillance features of heating and air-conditioning systems in constructions; financing of the major energy-saving steps and tools; general trading grounds in the realm of energy-conserving buildings; a jural framework for independent monitoring of energy-efficiency certificates and inspection reports of the heating and air-conditioning systems etc. The law is also to set minimum energy-conserving requirements and the funding sources.

Draft bill No.4901 on commercial accounting of thermal energy and water supply. The new law frames up commercial accounting of thermal energy, hot water supply, a public water supply along with providing the consumers with proper accounting data. The law requires that the buildings be properly equipped with the accounting units and the relevant engineering facilities to be mounted in accordance with building codes and regulations. For breaking the accounting regulations, the law also determines responsibility, including monetary penalties.

Draft bill No.5119-1 on humane treatment of animals. The law introduces definition of ‘ill-treatment of animals’ and, consequently, a broad range of administrable punishments, including fines and administrative detention.
