Andrii Parubii, the Chairperson of the Verkhovna Rada of Ukraine opened the session.

MPs got down to the agenda issues.

The draft bill No.5629 has been adopted to amend and complement the laws on breaks of stopping and parking rules at places meant for the disabled. The altered laws will allow legal protecting the right to free parking in the purpose-built and properly marked places for the disabled and/or their drivers. Also, the National Police of Ukraine is hereby allowed to draw up reports on the above offences. The same right is to be given, the laws read, to persons entitled to do so by the local authorities.

Draft bill No.6427-d was accepted in the first reading. The bill is set to determine organizational arrangements and conduct of everyday proceedings for the Constitutional Court of Ukraine, status of the court’s justices, order and grounds to take the legal actions, its legal proceedings and execution of the court decision.

The bill empowers the court to undertake as follows:

1. To pronounce judgement on constitutionality of any supreme law of Ukraine and the Crimea.

2. To officially interpret the Constitution.

3. To pronounce judgement on constitutionality of Ukraine’s international treaties or those international agreements, which are filed to the Verkhovna Rada of Ukraine. Such proceedings are to be initiated by the President or 45 members of the Parliament at least, or by the Cabinet of Ministers of Ukraine.

4. To pronounce judgement on constitutionality of issues subject to all-Ukrainian referendum. Such proceedings are to be initiated by the President or 45 members of the Parliament at least.    

5. To decide on constitutionality of impeachment procedure over the President of Ukraine. The proceeding is to be initiated by the Verkhovna Rada of Ukraine.

6. To decide if a draft bill amending the Constitution corresponds to its articles 157 and 158. The proceeding is to be initiated by the Verkhovna Rada of Ukraine.       

7. To decide if the Autonomous Republic of Crimea violates the Constitution or Ukrainian legislation.    

The proceeding is to be initiated by the Verkhovna Rada of Ukraine.

8. To pronounce judgement on constitutionality and legitimacy of Crimean supreme laws. The proceeding is to be initiated by the President of Ukraine.

9. To pronounce judgement on constitutionality of Ukrainian laws under an individual’s constitutional complaint.

The draft bill designates the court’s bench to be 18 justices of the Constitutional Court of Ukraine, every third of which is to be appointed by the President of Ukraine, the Verkhovna Rada of Ukraine, and the Congress of judges correspondingly.

The bill reads that the court is entitled to conduct a constitutional proceeding once the bench makes 12 justices of the Constitutional Court of Ukraine.

The presiding officer announced the Prime Minister is today in attendance of the session. The politician proposes the audience to consider this very day the new bill No.6600 amending the state budget 2017. The proposition has been accepted by 250 votes.

A draft bill regulating MPsallowance has been adopted under No.6525.

The draft bill No.4646-d was accepted on the first reading. The bill aims to harmonize local accountancy and financial reporting with the European standards. The bill gives a new wording for the definition of “public interest entities”. Such entities may only be a securities issuer whose papers are qualified to be tradable at a stock exchange, insurers, non-state pension funds. Other financial establishments may also be seen of public interest once they are large- or medium-scale enterprises.
