The members of the Parliamentary Committee on Transport have considered the bill No. 4902 On Amendments To Some Laws Of Ukraine Regarding Registration Of Vehicles And Certification Of Tractor Drivers.
The bill offers to regulate registration of tractors, vehicle chassis, self-propelled farm machinery, road-building and melioration machinery, conventional farm machinery, other mechanisms and certification of tractor drivers, having transferred respective functions of the State Agricultural Inspectorate of Ukraine which is currently undergoing liquidation procedures, to the territorial bodies of the Ministry of Interior Affairs.
The bill offers to amend the Law of Ukraine On Traffic and the Law of Ukraine On Engineering And Technical Services In Agricultural Sector Of Ukraine.
In particular, the new wording of Article 15 of the Law of Ukraine On Traffic envisions that training, re-qualification as well as advanced training of drivers are provided by specialists meeting the requirements of a central executive body engaged in elaboration and implementation of the state policy in the field of traffic safety.
The members of the Ukrainian Parliament noted that there is no such body in Ukraine and considered it necessary to update that term during preparation of the bill for second reading.
Following the discussion, the Committee decided to recommend that the Verkhovna Rada of Ukraine adopt the bill as a basis taking into consideration all declared remarks.
