The members of the Ukrainian Parliament noted that the Draft Resolution was submitted by the Ukrainian Government in substantial violation of terms envisioned by the legislation, which made it impossible to consider the Draft Resolution in compliance with the order set in the Regulations of the Verkhovna Rada of Ukraine.
At the same time, they noted that Article 96 of the Constitution of Ukraine obliges the Cabinet of Ministers of Ukraine to provide the Ukrainian Parliament with the draft state budget for every following year not later than on September 15.
As a result of the consideration of the Draft Resolution, the Committee decided to send proposals of the Ukrainian parliamentarians to the Cabinet of Ministers and the Verkhovna Rada Committee on Budget in order to ensure their inclusion to the bill on the state budget for 2017.
The Committee members announced the following proposals:
1) expenditures for security and defense sectors shall amount to at least 5% of gross domestic product, in particular for:
2) defense - at least 3% of GDP;
3) development of the defense and industrial sector - 0.5% of GDP.
Besides, the members of the Ukrainian Parliament offered to envision UAH 10 billion for repayment of defense and security loan debts by resident economic entities.
The Committee also offers to include a term exempting state unitary enterprises, which are part of the UkrOboronProm state-run concern, from land tax to the Tax Code of Ukraine in conditions of special period and for the period of the anti-terrorist operation.
