Chairman of the Verkhovna Rada Andrii Parubii opened the meeting.
Andrii Parubii announced the statement by people's deputies-participants in the anti-terrorist operation on considerable escalation of the situation in the ATO zone. The people's deputies-ATO participants said they consider that the blocking of work of the Ukrainian Parliament was a crime in conditions of war in the country.
The people's deputies of Ukraine adopted the law "On amendments to Article 14 of the Law of Ukraine "On employment of population" (as to additional guarantees in assistance of employment of ATO combatants).

The Verkhovna Rada adopted the law "On amendments to some Laws of Ukraine" (as to Special Forces of Armed Forces of Ukraine)
The legislative act determines the legal status and use of special forces, separately or in cooperation with other units of the Armed Forces of Ukraine, in special tasks on creation of favorable conditions for successful taking military-political, economic and other measures taken by the leadership of the state to prevent and resist military conflicts, to assist troops within operations, and to fulfill other special tasks in interests of the national security.
Respective amendments are offered to the Laws of Ukraine "On Armed Forces of Ukraine," "On defense of Ukraine," "On fight against terrorism," "On order of sending units of Armed Forces of Ukraine to other states," "On intelligence agencies of Ukraine," "On military-civil administrations," "On state protection of court and law enforcement bodies' employees," "On social and legal protection of servicemen and their family members."

The people's deputies adopted the law "On amnesty in 2016."
The draft law sets legal fundamentals for amnestying convicts, the mechanism of cooperation between the penal service and local self-government bodies.
The Verkhovna Rada declared amnesty for the most vulnerable categories of convicts, in particular, pregnant, minors, disabled people, pensioners, war veterans and participants in the Chornobyl NPP disaster consequences liquidation.

The Ukrainian Parliament adopted the law "On amendments to supplement No. 3 to Law of Ukraine "On State Budget of Ukraine for 2016"
With the legislative act the Verkhovna Rada of Ukraine allocated UAH 10.2 million for the activity of the Ministry for Temporarily Occupied Territories and Internally Displaced Persons.

The people's deputies adopted the draft resolution "On dismissal of members of Council of National Bank of Ukraine."
The Verkhovna Rada of Ukraine ruled:
1 to dismiss members of the Council of the National Bank of Ukraine:
1) Oleksandr Bilanenko,
2) Sanislav Bukovynskyi,
3) Olha Kandybka,
4) Trokhym Kovalchuk,
5) Vitalii Lomakovych,
6) Ihor Liutyi.
2. to dismiss Yurii Poluneyev as a member of the Council of the National Bank of Ukraine in view of expiration of his office.

The Ukrainian Parliament adopted the draft law "On amendments to Law of Ukraine "On civil service" (as to regulation of some matters of civil service) as a basis.
With its draft law No. 4370-1 the Verkhovna Rada of Ukraine intends to envision the establishment of a commission by the President of Ukraine for the matters of civil service of the chairpersons of local state administrations.
The people's deputies adopted the law "On measures aimed at stable functioning of economic entities in fields of heat supplies, centralized water supplies and water disposal."
