Participants in the parliamentary roundtable entitled "Industrial parks as factor of investment attractiveness of Ukraine and tool of regional development" concluded that the development of industrial parks would mean greater investments and deeper regional development.

The event was organized by the Verkhovna Rada Committee on Industrial Policy and Entrepreneurship along with the Ukrainian Industrial Parks Association and with the participation of the Ukrainian Building Community.

Chairperson of the Committee Viktor Halasiuk noted that to launch the mechanism of development of domestic production through stimulation of attraction of foreign investments in real sector of economy through industrial park, which is envisioned by the draft laws Nos. 2554a-д and 2555a-д, is vital for Ukraine.

Committee Secretary Mykhailo Khmil said that the draft law No. 2554a-д creates proper mechanism to support participants in the industrial parks on the basis of the best international practices, while the draft law No. 2555a-д simplified the abovementioned mechanism of import duty in view of the fact that currently existing mechanism has not been used by any resident of an industrial park in Ukraine.

The Committee Secretary for tax and customs policy Oleh Kryshyn stated that today active entrepreneurs often abandon the implementation of their projects facing a number of obstacles related to opening of new production sites. He noted that the task of Ukraine is to introduce a complex of cooperation between industrial park owners and entrepreneurs willing to establish production there to make this cooperation profitable for everyone.

Director of the Ukrainian Industrial Parks Association Ihor Nykolyn characterized the situation with the development of industrial parks as "slowed-down stability," as over the last 2.5 years, only one industrial park has appeared in the respective register. "According to the data we have, there are 43 territories in different regions of Ukraine that are promising for the creation of industrial parks. At the same time, only three existing parks have their participants. We are lagging in development behind Europe for 15-20 years and if we do not hurry up, we will have no future for our development."

Head of the investment policy department of the Lviv regional state administration Roman Matis informed that Lviv region had allocated 53 land plots that could be used for industrial parks. At the same time, there is still a problem of attraction of investors to them.

Acting director of the economy department of the Kyiv regional state administration Dmytro Berulava said his department had elaborated a program on attraction of investments and improvement of the investment climate in Kyiv region for 2016-2018, which envisions creation of 25 industrial parks on the territory of the region.

The participants supported the draft laws Nos. 2554а-д and 2555а-д and expressed hope that the Verkhovna Rada of Ukraine will adopt them on Thursday.
