Relevance of the seminar is caused due to the fact that the proposal of introduction of an institute of rapporteur in
the budget process was included in the "Reports and roadmap on internal
reform and increasing of institutional capacity of the Verkhovna Rada of
Ukraine", prepared by the European Parliament mission to assess the needs,
chaired by Pat Cox. The main idea of ??this institution - the appointment of a rapporteur
from among the people's deputies for each ministry or budget holder. A rapporteur is liable
not only for the preparation of the
draft budget to the extent that the ministry - budget holder offered in the
Budget Committee, but also for settlement of budget matters relating to
implementation of the budget for the year.
During the seminar, German experts described the work of the budget committee of the Bundestag, including the functioning of the rapporteur. In the Bundestag Budget Committee rapporteurs are appointed for a term of one calling and assigned to a specific topic with which they work. "Rapporteur" - is not one person, this is a team consisting of keynote rapporteur and other rapporteurs - representatives of all parliamentary factions. The main objective of the main rapporteur is organization of the process of discussion, collecting various items, preparing the final report on the issue. As noted by Ms. Kate Borns-Len, the introduction of this system greatly facilitated the work of the German parliament, and deputies and advisors and employees.
