Serhii Vlasenko informed the representative of the Council of Europe challenges on the way to development of national legislation in line with European standards and stressed the importance of close cooperation in the framework of the Plan of the Council of Europe for Ukraine for 2015 - 2017 years.
On his part, Daniel Popescu said that strengthening of legal support to Ukrainian party in building a sustainable system of local and regional democracy is in the focus of the Council of Europe, and pointed out that the performing of expertise will be continued and recommendations on legislation would be given in the most appropriate way for the Ukrainian party.
A representative of the Council of Europe informed about arrival to Ukraine on 22-23 June 2016 at the request of Ministry of regional development of the leaders and experts from the countries-members of the Council of Europe that have experience in reforming local government, to participate in professional survey on sectorial decentralization in Ukraine, and invited the Committee to actively contribute to cooperation with European colleagues.
Also, the proposal was made to members of the Committee to visit France to study the experience of this country, including on issues of legal functioning of the prefect institute, inter-municipal and border cooperation of communities.
Participants stressed
the need to further strengthening of coordination on the international
community to assist Ukraine for the implementation of local government reform
and decentralization.
Head of the Committee said that the results of the reform directly depend on a coherent long-term strategy of Ukraine for implementation of reforms, which should support all interested parties in the development of the country. He emphasized the importance of Ukraine to widely discuss reforms to minimize the risks and attract maximum number of supporters.
