The draft law is designed to take under special protection objects of underwater cultural heritage, where people died, by giving them the status Naval Memorial. The list of underwater cultural heritage objects with the status of the Marine memorial shall be determined by the Cabinet of Ministers of Ukraine. Any activity for commercial purposes on such underwater cultural heritage objects will be prohibited corresponding to paragraph 7 of Article 2 of the Convention on the Protection of Underwater Cultural Heritage, ratified by Ukraine №164-V of 20.09.2006r.
The Committee also considered the draft law "On Amendments to the Law of Ukraine" On Freedom of Conscience and Religious Organizations "( change of the religious communities subordination) (reg. Number 4128). Participants included representatives of religious denominations and the Ministry of culture of Ukraine.
It was stressed that the purpose of the law is to ensure that religious communities the right to willful choice and free and unimpeded change of subordination to religious centers. Its adoption also meet the recommendations of the Venice Commission and the OSCE.
During consideration of the drat law in the Committee a number of amendments had worked out. Committee by majority votes adopted to recommend the Verkhovna Rada of Ukraine to adopt the draft law in the first reading in the wording that was proposed by the Committee.
Chairman of the Committee on Culture and Spirituality Knyazhytskyy Nicholas said that in preparing the bill a second reading necessary to create a working group with the participation of representatives of religious denominations, the Ministry of Culture of Ukraine, Ministry of Justice of Ukraine and other experts in the field of freedom of conscience.
The Committee also adopted a statement to chairman of the Verkhovna Rada on the immediate implementation of requirements of the Constitution and Regulation of the Verkhovna Rada on the decisions taken by the Verkhovna Rada of Ukraine, which, in particular, said that the deputies of Ukraine February 23, 2014 approved in principle and generally by required votes draft Law of Ukraine "On recognition of the invalid law of Ukraine "On principles of state language policy" (reg. number 1190) as such a one that does not meet the Constitution of Ukraine and adopted in violation of routine procedure.
Still, constitutional and procedural requirements
relating an act adopted by the Verkhovna Rada have not been performed, that is
why it did not come into legal force. The law is not signed by the Chairman of the Verkhovna
Rada of Ukraine and President of Ukraine.
People's deputies - members of the Committee stressed the disregard of Article 94 of the Constitution of Ukraine and the second and fourth parts of Article 130 of the Regulations Verkhovna Rada of Ukraine, which require Chairman of the Verkhovna Rada of Ukraine, in the absence of violations of legal procedures and cancelling of votes results not later than five days from the date of the adopted was submitted for a signing, to sign it and immediately send to the President of Ukraine.
