On May 16, the Committee presented a set of draft laws concerning provision of humanitarian aid in crisis situations, in particular: "On humanitarian aid in crisis situations" No.4360; "On amendments to the Tax Code of Ukraine concerning humanitarian aid in crisis situations" No.4361; "On amendments to the Customs Code of Ukraine concerning humanitarian aid in crisis situations" No.4362.
"The draft laws are complex, and even reformist for our legislation. They will solve several problems: international donors will obtain transparent and clear rules for conducting their activity in our country, and Ukrainians in need of humanitarian assistance will be able to receive it more quickly and in bigger volume. The draft laws are comprehensive and maximally adapt the Ukrainian legislation to the provisions of the international humanitarian law. I hope that the Parliament will support these draft laws," said Chairperson of the Committee Oleksandr Tretiyakov.
During the discussion, the participants of the presentation were addressed by Committee member Hlib Zahorii, Head of the UN Office for the Coordination of Humanitarian Affairs (OCHA) Ms. Barbara Manzi, Deputy Minister for Temporarily Occupied Territories and Internally Displaced Persons Serhii Zlakoman, director of the Ukrainian Philanthropists' Forum Hanna Hulevska-Chernysh.
About 90 representatives of national and international humanitarian and volunteer organizations, and representatives of the executive power participated in the event. All the present supported the initiative of the Committee members concerning the necessity to approve the aforementioned draft laws.
It should be noted that the purpose of the draft laws is the legislative regulation of humanitarian aid provision in Ukraine during crisis situations, which are caused by emergencies of any kind, including by holding an antiterrorist operation, and if Ukraine does not have enough its own material and / or human resources to overcome them.
