The Committee members at their meeting on May 18 considered the draft law No.4542 on amendments to the Tax Code of Ukraine concerning the exemption of pensions from taxation, submitted by the Cabinet of Ministers, as well as alternative draft laws Nos.4542-1, 4542-2, 4542-3, 4542-4, 4542-5, 4542-6 and No.2682.
Draft law No.4542 proposes full exemption of pensions from taxation, including their adjustment and lifetime allowance to all categories of pensioners regardless of the size of pensions received.
The Committee members noted that alternative draft laws do not offer a balanced and acceptable to all parties to the social dialogue approach to the taxation of pensions, and moreover interfere in the sphere of pension provision, which is not in competence of the Committee.
The Committee members called for the approval of governmental draft law No.4542 as a basis for further consideration by the Verkhovna Rada of Ukraine.
Following the debate the Committee decided to abolish the decision of the Committee dated May 12 concerning approving the draft law No.4542-4 and recommend that the Parliament approve the draft law No.4542 as a basis and finalize it for the second reading under the shortened procedure.
