On May 12, the Committee members considered two draft laws Nos. 3665 and 3665-1.
The draft laws offer to establish mediation institute in Ukraine and determine legal fundamentals for professional mediation services.
The Committee members supported the idea of introduction and development of out-of-court dispute resolution.
The people's deputies noted that the necessity for introduction of the mediation institute in the domestic law system derives from the experience in successful application of the mediation institute in many countries, which in fact proves its efficiency. Besides, it will correspond to the general position of Ukraine as to harmonization of the national legislation with the legislation of the European Union.
The Committee members also noted that introduction of mediation in Ukraine is part of the Action Plan for implementation of the best practices of successful and effective regulation reflected by the World Bank Group in its Doing Business project for 2016 (Item 9).
As a result of the discussion, the Verkhovna Rada Committee on Legal Policy and Justice decided to recommend that the Verkhovna Rada of Ukraine adopt draft law No. 3665 as a basis having taken in account the provisions of the draft law No. 3665-1 during its preparation for second reading.
