The Committee considered the draft law No.4623 at its meeting on May 11.
The draft law proposes a new wording of Subitem 4, Item 24 of Section VI of the Code, which reads that:
- Temporarily, until the return of populated settlements under the control of the state government, to include the remaining funds of local budgets of such settlements, which are accounted as at January 1, 2016 on accounts in the Treasury of Ukraine’s bodies, to the general fund of regional budgets of Donetsk and Luhansk regions.
- The remaining funds included to regional budgets are directed:
In Donetsk region to repay the local debt of the Donetsk city council, which arose over the loan granted by JSC Ukreximbank (loan agreement No.151110K26 of November 5, 2010), and at the restoration of social and transport infrastructure facilities, housing, life support systems, including their maintenance, as well as at the socio-economic development of the region;
In the Luhansk region at the restoration of social and transport infrastructure facilities, housing, life support systems, including their maintenance, as well as at the socio-economic development of the region.
As a result of the examination, the Committee decided to recommend that the Verkhovna Rada approve the draft law following the consideration in the first reading as a basis, and in principle as a law.
