In the framework of the PULSE project implemented with the support of USAID, on May 12 the Parliamentary Office for Local Self-Government in conjunction with the Association of Ukrainian Cities started regular two-day workshop on drafting legislation for officials of local self-government bodies.

During the workshop deputy town and village heads, heads of structural subdivisions of executive committees of local councils, experts on sustainable development and urban planning will study the process of law-drafting in the highest legislative body of Ukraine.

The event was opened by Executive Director of the Association of Ukrainian Cities M.V.Pittsyk, and Chairperson of the Local Authorities and Local Governments Liaison Office of the Verkhovna Rada of Ukraine H.P.Skopnenko.

Employees of the Central Scientific Experts Office and the Central Judicial Office of the Verkhovna Rada of Ukraine, the Legislation Institute of the Verkhovna Rada of Ukraine familiarized the participants with basic principles of law-making work and legislative process, rules for formatting the draft laws and basic requirements of legislative technique, peculiarities of the examination of draft laws, and the basics of local self-government legislation.

The participants were provided with a guided tour of the session building of the Verkhovna Rada of Ukraine.

The participants will obtain practical knowledge and skills in elaborating drafts of regulatory legal acts on May 13 during the familiarization with activities of the department of urban planning and architecture of the Kyiv City State Administration.
