The Committee members at a meeting on May 11 considered alternative draft laws: on compensation for losses for destroyed (ruined) or damaged private housing to individuals, private housing or private households of which were damaged (destroyed) during the anti-terrorist operation, No.4301, and on compensation for losses caused to private housing as a result of the anti-terrorist operation, No.4301-1.
During the debate, people’s deputies noted that the objective of the both draft laws is to create a legal mechanism of compensation for losses caused to private housing as a result of the anti-terrorist operation.
Following the discussion, the Committee decided to recommend that the Parliament approve the draft law No.4301 as a basis and during its finalization for the consideration in the second reading, take into account basic provisions of the draft law No.4301-1.
The Committee members also considered the draft law "On amendments to the Law of Ukraine "On regulation of urban development," which makes it impossible to build without construction project on the basis of construction certificates of household buildings, constructions and garages" No.2416a.
As was noted during the debate, the draft law proposes to supplement the existing list of household, cottage and garden land plots with land plots intended for the construction and maintenance of residential houses, household buildings and garage construction.
According to people’s deputies, the approval of the draft law will create favorable conditions for the population in settling the issues related to the construction of garages and household buildings through the cut of the terms, volumes and cost of preparing the necessary documentation and obtaining approvals and permits.
Following the consideration, the Committee decided to recommend that the Parliament approve the draft law as a basis.
During the meeting they also listened to information of the Cabinet of Ministers on the measures taken by the Government to repay in full the debt for the difference in tariffs for public utilities, which has arisen due to the mismatch of their actual cost to tariffs approved and / or coordinated by public authorities or local self-government bodies.
