At the third sitting of the EU-Ukraine Parliamentary Association Committee in Brussels, the Chairperson of the Committee on Human Rights, National Minorities and Interethnic Relations Hryhorii Nemyria emphasized on the critical importance of respecting the rights and freedoms of internally displaced persons in Ukraine, as well as of elaborating the strategy and state policy in this sphere.
"At present there are almost 2 million internally displaced persons in Ukraine. The duty of the state is to ensure the protection of their rights and freedoms. The government of Yatsenyuk has failed to make it, and on the contrary it deprived people of social benefits. Moreover, the senior officials - representatives of the new government of Ukraine make contradictory statements concerning the protection of the rights and freedoms of this category of citizens of Ukraine. As a result, thousands of internally displaced Ukrainians all over the country, belonging to the most vulnerable groups of population (large families, single mothers, pensioners, people with disabilities, etc.) are left to sink or swim," he said at the third sitting of the EU-Ukraine Parliamentary Association Committee in Brussels.
According to Hryhorii Nemyria, on January 13 entered into force amendments to the Law of Ukraine "On protection of the rights and freedoms of internally displaced persons," which simplify the procedure of obtaining the certificate of registration of internally displaced persons, abolish binding to the registration of the place of residence in the territory from which the person has displaced, and in general bring legislation of Ukraine on the protection of the rights of internally displaced persons into line with international standards in the sphere of human rights.
The law obliges the government of Ukraine to during three months from the date of its entry into force bring its regulations into line with this law, namely the Cabinet of Ministers shall amend its resolution No. 509 dated October 1, 2014 "On registration of internally displaced persons."
"However, this has not been done yet. I call to put an end and to finally ensure respecting the rights and freedoms of this category of citizens of Ukraine", said the Chairperson of the Committee.
In this connection Hryhorii Nemyria emphasized on the vital importance of elaborating the state policy on the protection of the rights of IDPs, having recalled that the recommendations of the parliamentary hearings entitled "The situation with the protection of the rights of internally displaced persons and citizens of Ukraine residing on the temporarily occupied territory of Ukraine and temporarily uncontrolled territory in the ??anti-terrorist operation area" adopted by the Verkhovna Rada on March 31, 2016, contain a provision with the corresponding call
